Basic Purpose
Responsibilities:
- Direct the day-to-day compliance risk program and activities to align with strategic objectives
- Oversee compliance risk management methodologies and framework to drive consistency in analyzing, aggregating, reporting, and managing compliance risks within compliance risk appetite
- Lead the compliance risk assessment program; assess inherent risk, residual risk, and control effectiveness of applicable federal laws and regulations
- Prepare and deliver reports on key compliance risk initiatives, risk assessment summaries, and other key updates for presentation to senior executives, Board Committees, Board Sub-Committees, and regulators, as needed
- Ensure compliance risk management processes are effective and representative of best practices
- Direct processes to analyze, document and monitor compliance risk decisions for products and services and ensure thorough consideration of risk in accordance with risk appetite
- Monitor key compliance risks, issues, and risk indicators; assess compliance risk data from across the organization, including compliance monitoring and testing results through applicable Governance, Risk, and Compliance (GRC) software and other mechanisms
- Analyze newly promulgated and existing federal regulations to ensure that Navy Federal is compliant with established standards
- Lead coordination with business units, operational risk teams, and Internal Audit to monitor compliance risk practices
- Counsel and advise key internal and/or external business contacts on complex issues impacted by requirements of applicable laws, regulations, and guidance
- Identify existing and new issues pertaining to compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented and risks are reduced/mitigated
- Keep Compliance Leadership and cognizant business units apprised of compliance risk status
- Prepare position papers to highlight risks and issues that impact Navy Federal operations
- Resolve problems that arise in the normal course of maintaining regulatory and legislative compliance
- Develop and recommend enhancements to improve processes and procedures
- Ensure proper quality control measures are implemented; review related activities and results
- Perform supervisory/managerial responsibilities
- Set direction to ensure goals and objectives align with corporate and division strategy
- Select management and other key personnel; oversee talent development/succession planning
- Collaborate with leadership/executive colleagues to develop/execute corporate initiatives and/or department strategy
- Oversee the preparation and execution of department/division AFP
- Manage merit pay in accordance with specified objectives and guidelines
- Leadership Level – Lead staff &/or supervisors
- Perform other duties as assigned
Qualifications:
- Bachelor’s degree in related field or the equivalent combination of training, education, and experience
- Significant experience in compliance analysis
- Expert knowledge in compliance, enterprise, and operational risk management
- Significant experience in thought leadership in providing vision and strategic thinking around a full range of technical decisions and issues
- Expert knowledge of regulatory environment, process and related state and federal regulations e.g., the Equal Opportunity Act, Home Mortgage Disclosure Act, SAFE Act, Fair Credit Reporting Act, Real Estate Settlement Procedures Act, Truth in Lending Act, NCUA, CFPB, BSA, etc.
- Extensive experience that demonstrates an excellent understanding/ability to interpret and apply legislative and regulatory compliance guidelines, preferably in a financial institution
- Significant experience in supervising and leading professional employees
- Significant experience in working with diverse internal and external contacts
- Expert analytical/quantitative, reconciliation and deductive reasoning skills
- Expert research, analytical, and problem solving skills
- Expert skill building effective relationships through rapport, trust, diplomacy and tact
- Expert skill exercising initiative and using good judgment to make sound decisions

Desired Qualifications:
- Master's Degree or other advanced degree in a related field, or the equivalent combination of training, education, and experience
- Risk management or other similar certification (NCRM, CRCM, etc.)
- Advanced knowledge of Navy Federal's functions, philosophy, operations, and organizational objectives
- Juris Doctor (JD) from accredited law school and currently licensed to practice law
