Legislative Counsel

The North Carolina League of Municipalities is seeking a Legislative Counsel to join its Government Affairs team. This early-career position exists to provide legal counsel and lobbying in support of the legislative priorities chosen by city officials. Success as a Legislative Counsel means working pursuant to the team’s strategy and offering legal advice, research, and analysis as a generalist in municipal law. Additionally, the Legislative Counsel will serve as a key member of the League’s lobbying group, influencing pending actions affecting municipalities in the legislature and state agencies. At their most successful, the efforts of the Legislative Counsel—working in tandem with others on the team—will result in votes at the N.C. General Assembly and in Congress that achieve the legislative goals chosen by municipal officials statewide.

More About The Role:

Working as a Legislative Counsel means giving solid legal opinions in a fast-paced advocacy environment. Among other skills, the Legislative Counsel must be able to manage, at the same time, multiple legal requests that originate from within the Government Affairs team as well as from municipal officials. These tasks range from analyzing legislative proposals and drafting alternate language to researching legislative history, tracking bills, seeking feedback from League members, and answering inquiries from local officials on proposed legislation. Broadly, this position serves as the point of contact for all internal and external legal questions related to legislation affecting municipalities.

At all times, the person in this role must pay a high level of attention to the details of the policy issue or political situation at hand. The ability to quickly synthesize and then effectively communicate legal information is critically important for this position. Therefore, a high-performing Legislative Counsel will know how to express ideas clearly in writing and in public presentations.

Working as a lobbyist in front of the N.C. General Assembly and various state agencies, the Legislative Counsel is one of NCLM’s ambassadors. When interacting with elected officials, a deferential attitude and an ability to plainly articulate policy positions and details is a top priority for the Legislative Counsel. Skill at educating elected officials at all levels about legislative matters in a clear, respectful, accurate, and persuasive way is essential for success in this position.

A strong interest in politics and public affairs, coupled with a drive to boldly advocate on behalf of cities, are necessary traits for the Legislative Counsel. While this position functions within a close and collaborative advocacy team environment, the Legislative Counsel should be able to translate the strategies developed by the team and implement them with minimal oversight. Displaying a creative mind and contributing ideas during the team’s legislative strategy development are also prized qualities for the successful Legislative Counsel. Additionally, this position requires an ability to adapt to rapidly changing work priorities and circumstances while maintaining poise and a professional demeanor in all interactions with colleagues and municipal officials.

Qualifications Include:

Masters degree-level of study required, law degree strongly preferred. Minimal three up to seven years of experience is required.

Pay: $75,719.74 - $94,649.67 per year
