The National Commission for the Certification of Crane Operators (NCCCO) is a nonprofit providing essential services to the load-handling industry! Since 1995, NCCCO has developed effective performance testing standards for those working in and around load handling equipment, including cranes. NCCCO is the national leader in providing crane operator certification and has been deemed as an essential service. We are committed to quality, integrity, and fairness in testing and have issued certifications in all 50 states. NCCCO has offices in Murray, Utah, Fairfax, Virginia and Palm Harbor, Florida.


NCCCO has an immediate opening for an Exam Developer position. The Exam Developer work location can be out of one of our 3 offices or a remote location. This position will be a part of the certification team who both maintains existing and builds new premium quality, high-stakes certification examination programs with supporting compliance in our ANAB ISO/IEC 17024 accreditation. This position’s primary responsibilities include working with the certification program development team on building new certification programs and maintaining and improving current programs. 


Primary Responsibilities:


The Exam Developer position will work on assignments with timelines, but also work with the certification team maintaining ISO/IEC 17024 Standards. Position will report to the Senior Program Manager, Credentialing.

  • Serve as project lead for multiple existing certification programs
  • Work with the certification program development team to develop new certification programs
  • Facilitate item writing, review, and approval sessions (in-person and virtual) and develop new certification examinations in collaboration with subject-matter experts (SMEs) and staff
  • Edit test items and work with the certification program development team to ensure that the item development and editing process is completed in a timely manner, that content fits and fulfills approved examination outline/specifications, and that exam questions are consistent with psychometric standards, NCCCO’s standards, and English standards of grammar and spelling
  • Work with the certification program development team to facilitate meetings, monitor progress, and prepare meeting agendas, reports, and minutes in accordance with NCCCO’s house style
  • Coordinate teams of SMEs
  • Work with the certification program development team to maintain and improve current certification programs
  • Maintain and improve item banks for select certification programs
  • Work with SMEs, and candidate feedback to review and salvage or replace poorly performing items
  • Maintain appropriate and accurate records of all test development and maintenance activities
  • Monitor progress on projects assigned as lead staff
  • Maintain security of confidential test, candidate, and vendor information
  • Make presentations regarding projects assigned as staff lead
  • Assist psychometrician with role delineation / job analysis studies for new programs, and to update existing programs
  • Assist with conducting cut score studies, analysis of cut score data and establishing exam passing points
  • Assist the certification program development team with conducting quality assurance checks, publishing, and launching of new paper/pencil exams and computer-based (CBT) exams
  • Assist the Psychometrician with interpreting item and test analysis results, and improving exams based on those results
  • Support the certification team in preparing and filing ANAB application submissions and responding to inquiries from ANAB and its assessors
  • Perform other job-related duties as assigned.

ESSENTIAL SKILLS AND COMPETENCIES: 

  • Strong organizational skills to work effectively in a team setting and independently on concurrent processes and projects to meet established goals, deadlines, and quality standards
  • Excellent ability to write, analyze, and edit technical test questions and other materials for clarity
  • Basic understanding of the certification industry’s standard testing principles and basic statistical concepts
  • Strong spelling, grammar, and proofreading skills, with excellent attention to detail
  • Excellent oral and written communication skills, including the ability to review/edit collateral program materials for print and web, and the ability to make effective presentations to stakeholder groups
  • Strong interpersonal skills to work effectively with staff, volunteers, and stakeholders to accomplish NCCCO’s goals and objectives
  • Solid computer software skills, including item banking, spreadsheet, Internet, email, and word processing
  • Experience in working with committees and SME volunteers
  • Ability to maintain a positive attitude under stress
  • Fluency in English (proficiency in Spanish an advantage)
  • Willingness and ability to travel (approximately 25%).

Education and/or Experience

  • Bachelor’s Degree, with a minimum of three (3) years of work experience in a similar role with a certification organization 
  • A proven record of successfully collaborating in a team and working with subject matter experts is essential
  • Excellent organizational, communication, problem-solving, and computer-based skills, e.g. experience with Microsoft Suite (Outlook, Excel, Word, PowerPoint) 
  • Self-starter, able to multi-task with an attention to detail, and possess the ability to work in a fast-paced environment with a great sense of professionalism in interpersonal interactions 
  • Experience in nonprofit or association environments is strongly preferred.
