The State of Nebraska, Department of Health and Human Services is seeking a Resource Developer Worker – Contract Monitor. This position monitors contract compliance within Child and Family Services Foster Care services. Location: Seward, York or Omaha DHHS Office
Schedule: Monday-Friday 8:00a.m. to 5:00p.m.This position can be located at York, Seward or Omaha.
Monitor compliance of Child Welfare Contracts for local and regional agencies; Conducts personnel and performance reviews and audits of contracted providers for Child Welfare services to ensure contract compliance; Evaluates services provided by Child Welfare contractors through quality assurance reviews; Receives, analyzes, and develops reports of Contracted Provider performance and availability through data exchange; Provides technical assistance to contracted providers; Support Central Office staff through monitoring Central Office Contracts; Ensures accurate billing for services and pass-thru of funds from agency to foster parent; Responds to and resolves performance issues and conflicts with contracted providers, and;
Write reports, create charts and other materials to present performance of contracted providers for use by Protection and Safety staff to ensure effective service to children and families involved with DCFS; Researches, gathers and maintains information on community placement resources. Answers inquiries and provides information concerning out-of-home placement programs;REQUIREMENTS: Post high school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination or contract
monitoring within a public service organization.
OR
Bachelor’s degree in any of the fields listed above.
PREFERRED: Bachelor's degree is preferred but not required. Preferred experience for this position includes: experience managing or procuring Child Welfare services; contracts for services; knowledge and ability to navigate and use the Nebraska Child Welfare Information System (NFOCUS): experience in analyzing data, creating reports based on analysis of data, and presenting data to individuals and groups; experience in creating spread sheets and graphs for data reporting, and; experience working with contractors and outside stakeholders to meet objectives.
OTHER: Valid Driver's license or ability to provide independent transportationApplicant must be proficient in computer skills such as keyboarding, Microsoft Word, Excel, and Powerpoint. The position requires: basic math and organizational skills; the ability to read, comprehend, communicate, and apply complex rules, regulations and policies, and; read, comprehend, and provide analysis of various data sets. Applicant is required to have a valid driver's license, some travel may be required.
