Plans, directs, and implements overall operations of the Transportation Department. Provides oversight of programs and service to ensure quality service provision and achievement of productivity goals. Writes and manages grants, contracts, agreements, etc. that provide transit services and acquire capital equipment for the department. Responsible for the development and achievement of program/agency goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Responsible for direction and management of the administration and operation of the Neighborly Transportation Program.
- Creates services and products within program/service areas which will increase profitability, positive outcomes for customers, market shares, volume, quality and customer satisfaction
- Develops and directs programs/services that are consumer driven.
- Negotiates and executes contracts, Purchase of Service agreements, etc, with other agencies, businesses and entities.
- Prepares annual operating report; ensures compliance with various audits.
- Attends transportation-related meetings, conferences, trainings and workshops at local, regional and state levels.
- Remains current with pertinent laws, codes and regulations.
- Explains and promotes services through presentations, etc. as needed.
- Recruits, hires, supervises and evaluates transportation staff.
- Monitors billing accountability and compliance with administrative policies, procedures, safety rules and governmental regulations.
- Provides oversight of all staff within the program/service area.
- Establishes partnerships, subcontractors or positions for new programs, services, and products.
- Ensures accurate, timely reporting as required and completes the Annual Operating Report.
- Develops reports, submits applications and annual funding renewals, and implements budgets for funding sources.
- Develops diverse reimbursement sources for profitability and financial stability within the program/service area.
- Provide government funding programs with timely access to company data, personnel records, vehicles licensing, repairs and maintenance reports, and other department documentation, as necessary.
- Ensures quality within all service areas according to licensure, accreditation, and/or other regulatory and authorities.
- Provides supervision of and meets compliance with all regulations established by federal, state, and local governments within program and service areas.
- Performs other duties as requested by the Executive Director.
EDUCATION and/or EXPERIENCE
Bachelor's degree (BA/BS) from four-year college or university in management, finance, economics, operations management – logistics and transportation, nonprofit management, social work, gerontology; or equivalent related field experience. Master’s degree preferred. Four years’ related experience in the field which must have included one year of experience with the client population and four years of experience as an administrator, supervisor or consultant.
