The State of New Hampshire, Department of Education, Office of the Commissioner/Office of Business Management has a full-time vacancy for a Business Admin IV.
SCOPE OF WORK: To administer business management operations in the Department of Educations Bureau of Business Management for the Department of Education by authorizing business management policies and procedures, including the financial management, budgetary planning and analysis, and personnel and data management for all federal, state and alternatively funded Department programs.
ACCOUNTABILITIES:
Administers the Fiscal Management Unit to meet established goals and objectives of the department, to include authorizing, developing and implementing policies and procedures for financial business management operations.
Reviews, supervises, and monitors all financial operations for the department and makes recommendations for improvements to both State and Federal budgets.
Oversees financial activities and administration of agency resources through fiscal monitoring and evaluation.
Oversees the preparation of State and Federal Budgets, Single Audit, and Indirect Cost Proposal. Prepares and budgets and formulates federal and state financial reports in partnership with the Chief Financial Officer, Commissioner, and the Accounting Services Unit to meet annual obligations to ensure continuation of funding.
Coordinates with the Office of School Finance audits and monitoring visits by outside entities including, other state agencies, federal offices, the Legislative Budget Assistant (LBA), CPA firms and other auditors. Assists in preparing and administering corrective action plans needed to ensure compliance.
Provides subordinate employees with timely performance appraisal least once per year and approves annual increments for subordinate employees who achieve satisfactory work and advises and supports employees with goal development and planning.
Oversees the interaction of the Office of Business Management Fiscal Management Unit with the multiple divisions in the Department of Education to accomplish organizational objectives, ensuring internal fiscal compliance and controls, and implementing necessary modifications.
Prepares and testifies before legislative committees.
MINIMUM QUALIFICATIONS:
Education: Masters degree from a recognized college or university with major study in accounting, public administration, or business administration.
Experience: Seven years experience in accounting or business administration involving fiscal management, including four years of supervisory or administrative experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

36 Months of additional relevant experience = Bachelor's degree

LICENSE REQUIRED: Drivers License or access to statewide transportation.
PREFERRED QUALIFICATIONS: Excel spreadsheets, NH First and IBARS experience preferred.
