The State of New Hampshire, Department of Information Technology, CIO Office - Governance & Strategic Planning has a full time vacancy for Business Systems Analyst II/Senior Business System Analyst/Sr. Project Manager.
SCOPE OF WORK: To evaluate business policies, practices and procedures for the Department of Information Technology (DOIT) to assure successful development and delivery of complex business and technology projects and initiatives supporting the Departments mission. Includes coordination with other state agencies and responsibility for ensuring successful outcomes for large, cross-divisional initiatives. This position will assist with documenting needs to contribute toward the development and mentoring of best practice solutions and support project activities as defined by the PMO manager to maintain policies, guidelines, procedures, templates, technical/system and reporting capabilities required to promote the proper functioning of the departments project management office (PMO).
ACCOUNTABILITIES :
Partners with Department of Information Technology (DoIT) and other State of New Hampshire leaders to ensure successful delivery of complex business and technology projects. Determine the most effective project management strategy for projects and initiatives for review with business leaders and the PMO manager, including primary responsibility for managing the project if applicable. Facilitates resolution of obstacles and issues pertaining to resource availability, decision-making, establishing priorities and any similar challenge facing large, complex and cross-divisional or cross-agency initiatives.
Initiates research with clients and vendors to identify potential internal and contracted services to meet business and program requirements. Researches, develops and recommends automated solutions to user-identified needs. Assists in the development of, or provides timely analysis and feedback on, procurement documents such as Requests for Information, Requests for Proposal and contracts, particularly where technology and business policies and procedures are critical success factors for the initiative.
Provides in-depth analysis of each phase and specification of the project as it relates to project health and progress toward project objectives. Presents analysis and recommendations to senior management and other project stakeholders.
Facilitates and documents project close-out activities, project retrospectives and lessons learned to provide recommendations for improvements to subsequent project planning, monitoring and control.
Researches, analyzes, develops, recommends and assists in the implementation of project management best practices, business processes, detailed business requirements and opportunities for process enhancements tailored to meet business and program requirements. Educates stakeholders on best practices and provides coaching and mentoring to equip stakeholders in the use of best practices.
Develops planning documents and functional specifications for identified workflow improvements and system changes and interfaces with other internal and external operations.
Provides administration and support of project and portfolio management systems, including managing user accounts and permissions as directed by the PMO manager.
Establishes metrics for portfolio, program, and projects that are useful to drive desired project outcomes. Creates supporting procedures, processes and systems to measure, record, and communicate, metrics and related portfolio, program project data to appropriate stakeholders. Offer support and mentor project participants to assist with creation and reporting of project artifacts.
MINIMUM QUALIFICATIONS :
Education : Bachelor's degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
Experience : Seven years' experience in systems analysis, broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must be eligible to hold a valid New Hampshire driver's license and/or have access to transportation for use in statewide travel.
SPECIAL REQUIREMENTS: Three years experience managing the full lifecycle of projects. Proficient in the use of MS Office products and project management software tools.
PREFERRED WORK TRAITS: Ability to plan, direct and coordinate activities to facilitate cooperation of diverse professionals and other interested parties in the delivery of project objectives. Demonstrated understanding of project controls, project management and phases. Ability to analyze and interpret information to make recommended changes in project management policy, planning and budgeting, and the ability to express and communicate ideas clearly to a wide range of individuals including senior managers, legislators, financial managers and others.
