What are the responsibilities and job description for the Technical Data Analyst position at New Jersey Housing and Mortgage Finance Agency?
THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING:
Under general supervision, create and distribute homeless demographic and service utilization reports in accordance with research and best practices in homeless data analysis; collaborate with State partners to identify performance and outcome measures to prevent and end homelessness; work with vendors to oversee integration of performance and outcome measures with the NJ HMIS; coordinate with HMIS project team to monitor quality of system reports and system data quality being inputted into AWARDS by system users; assist staff with activities involving Continua of Care jurisdictions and homeless provider agency end users; develop a system to identify and track grant opportunities for programmatic divisions; assist programmatic divisions in completion of grant applications; monitor and report on progress on grant awards; and other projects as assigned.
1. Create and generate monthly reports for the New Jersey Statewide Homeless Management Information System (HMIS) Collaborative, a statewide web-based information technology project.
2. Assist with identification of data quality issues/problems and engage with CoC organizations, including provider agency end users, on a regular, ongoing basis to support quality data throughout the NJ HMIS Collaborative being entered into the system.
3. Develop and manage a public-facing data dashboard that identifies and utilizes key performance measures, outcomes, and research questions for HMIS with quarterly updates to help local Continua of Care (CoC), state partners, and external stakeholders better understand the scope of homelessness and to develop strategies to prevent and end homelessness in New Jersey.
4. Collaborate with State partners, including the Departments of Community Affairs and Human Services and local Continua of Care to address reporting and information needs for planning and monitoring service delivery.
5. Develop quarterly graphic representations of relevant data and trends to help CoC participants and other stakeholders track progress and emergent needs in the push to prevent and end homelessness in New Jersey.
6. Synthesize and explain HMIS data, reports, and graphs for academic, layperson, and governmental audiences.
7. Participate in the Statewide HMIS Advisory Council meetings and other project related meetings as needed.
8. Develop an internal system to identify and track external funding sources and grant opportunities for NJHMFA programs and divisions.
9. Assist and support staff in relevant divisions to complete and submit grant funding applications in a timely manner.
10. Monitor and report on agency progress towards grant award goal metrics and assist staff to complete and submit documentation to grantor, as required by grant agreement.
11. Other projects as assigned.
Four (4) year college degree and three (3) years of professional experience in information technology data analysis in a government or community social services or related organization. A Masters degree in a related field can be substituted for up to two (2) years of professional experience if the combination of education and experience which meets the required knowledge, skills and abilities.

A valid driver's license in the State in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
- Thorough knowledge of various computer applications, including databases and web applications is required.
- Thorough knowledge of statistics, output and outcome meaurement is required.
- Knowledge of homeless populations and services systems is required.
- Ability to prepare accurate, concise and informative reports is required.
- Ability to analyze data using statistical techniques, using computer application including spreadsheets and databases is required.
- Ability to work effectively with HMFA, State and local officials, homeless provider organizations, professional/technical groups and the general public is required.
- Knowledge of Information Technology principles, practices and techniques, including web-based technolgy is required. Experience with Microsoft Power BI, specifically, is preferred.
- Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management is required.
- Ability to communicate effectively orally, in writing, and to listen actively is required.
- Experience with grant management systems is preferred.
- Experiece applying for grants is prefered.
- Experience in analyzing and coordinating data and information in government and/or nonprofit agencies is preferred.
- Knowledge of HMFA program guidelines, statutes and regulations is preferred.
- Ability to train on how-to-processes involved with Information Technology principles and application systems is preferred.
