What are the responsibilities and job description for the Project Estimating Specialist position at New York Power Authority?
The Project Estimating Specialist develops in-house mechanical (equipment, piping, HVAC, etc) estimates and provides adequate and thorough review and analysis of estimates prepared by Architect Engineers/Construction Managers for establishing project budgets.
- Prepare detailed estimates for mechanical work based on designed jobs for major Capital Construction and plant maintenance/modification projects. These estimates form the basis of establishing the project budget.
- Support development of multi-discipline engineering estimates.
- Coordinate and oversee project estimate deliverables with external estimators and ensure estimates are completed within deadlines.
- Review work proposals or change orders from contractors and ensure supporting documentation for additional costs are provided.
- Analyze and evaluate variances between fair cost estimates and bids or proposals received from external contractors.
- Conduct field visits to review and assess site conditions to prepare estimates involving new construction, construction contract changes, or retrofit projects.
- Develop estimates with appropriate work breakdown structure.
- Achieve more efficiency and accuracy for the estimating function by computerization of various tasks.
- Attend professional conferences, meetings and seminars, to develop specific expertise in a particular area of discipline and keep abreast of state-of-the-art development in cost and estimating.
- Provide support for additional functions related to value engineering.
- Ability to create project cash flows to establish the overall project budget.
- Strong verbal and written communication skills necessary for developing technical reports, estimate analyses, debriefs, bid reviews and lessons learned.
- Excellent organizational and project coordination skills with exceptional follow through and attention to detail.
- Ability to effectively manage and prioritize multiple projects within varying competing deadlines.
- Problem-solving skills with the ability to identify, quantify and utilize information to make recommendations that support business choices.
- Proficient in estimating software (Sage Estimating, preferred), Word, PowerPoint, and creating Excel pivot tables, vlookups, and various charting functions, etc.
- Bachelor degree in engineering, construction management or related technical field
- Minimum 5 years of estimating experience in construction.
- Experience with power plants and power transmission, preferred.
