Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
Candidates must possess a valid New York State drivers license. There are no minimum education or experience requirements for this title.
Transfer Opportunity:
Candidates must have permanent status as an Office Assistant 1 (Stores/Mail), Grade 6, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title withing two salary grades of this position.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Office Assistant 1 (Stores/Mail), Grade 6, position assigned to the Office of the Executive Deputy Commissioner, Central Office Operations Support Services (COOSS). The incumbent will assist with the day-to-day operations of COOSS, which is responsible for planning, coordinating, and administering such office services functions as space planning, security, health and safety, procurement, mail room, and parking services for OMH Central Office. This role focuses on assisting with the day-to-day operation of a mail room, receiving, and stores work in support of Central Office in Albany as well as satellite offices located across New York State. Specific duties to be performed may include, but are not limited to the following:
Assist in the day-to-day operations of the Mailroom which includes: receiving, picking up, delivering, opening, recording, sorting, time-stamping, and/or distributing various OMH mailings.
Process outgoing mail, including the use of metering machines.
Maintain appropriate files, documents, correspondence, and other Mailroom materials.
Receive, store, and distribute mail, materials, equipment, office supplies and records in a stockroom, warehouse, and satellite locations.
Load, unload and physically handle equipment, furniture, supplies, etc.
Move, set up, and break down equipment and furniture as needed.
Perform moderate to heavy manual labor.
Maintain files, correspondence, documents, and materials, pursuant to guidelines.
Up to 25% travel throughout New York State, based on assignments, to satellite offices assist with space projects or other tasks including equipment and furniture assembly, setup, and removal.
Work with OMH and COOSS staff on special projects as needed.
Additional Comments This position may be designated 55 b/c and is subject to verification of applicant eligibility.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
