Accounting Specialist [Public Works]

The Accounting Specialist supports the construction and maintenance functions of the county’s transportation system, including the county highways, state aid highways, bridges, and parks.

This position performs specialized accounting support functions and is under the direct supervision of the Highway Accountant. Accounting-related responsibilities include administering accounts receivables and accounts payable, preparing and verifying payroll data, maintaining inventory records, assisting with audit and budget tasks, billings, and preparing deposits, mailings, and reports. The Accounting Specialist also provides general office support for Public Works staff and serves as the department’s receptionist.


This position is scheduled to work 32 hours per week.
Preferred schedule:
  • Week 1: Monday – Thursday, 8 a.m. – 4:30 p.m.
  • Week 2: Tuesday – Friday, 8 a.m. – 4:30 p.m.

Performs a variety of accounting functions, including accounts payable, standard and specialized accounts receivable, and payroll in a variety of financial systems. Related tasks include reconciling accounts, researching discrepancies, analyzing information, adjusting accounts, providing reports, completing audit tasks, and tracking budget accounts and expenses.

Prepares payroll for Finance Department processing. Reviews information provided by Public Works Department for accuracy. Prepares and provides reports and payroll records to the Highway Accountant and Finance Department. Maintains employee listing.

Manages inventory records. Works with the Highway Accountant and Assistant Public Works Direct-M&O to maintain physical inventory. Reconciles various inventory records. Assists in ordering inventory and miscellaneous supplies. Prepares reports for distribution. Administers and maintains fuel records and tax reporting to the State.

Assists the Engineering Department with review of construction project documents and Contractor submitted documents to ensure compliance with State and Federal regulations. Assists in the preparation of right-of-way deeds, offer letters, and various other documents association with land acquisitions.

Receives, processes, and/or prepares a variety of receipts, invoices, statements, payments, transactions, and/or other related information; maintains files and records. Prepares deposits.

Prepares, reviews, and collects financial data and/or statistical, accounting or operational reports, and spreadsheets. Disseminates information to appropriate individuals.

Provides office support and receptionist functions. Receives and appropriately directs phone calls and walk-ins to appropriate personnel or department. Picks up, receives, and distributes incoming mail and prepares outgoing mail. Responds to request for information from other departments, vendors, and government entities.

Assists with FEMA and FHWA Disasters. Compiles information and assists in creating reports for the disaster. Attends meeting and works with FEMA and FHWA personnel on requirements for the disaster.

Assists with public meetings and open houses. Prepares and provides notifications including advertising and news releases. Attends open houses and assists the public by providing information and follow-up as appropriate. Assists with internal committees and meetings.

Minimum qualifications & Requirements

In order to be considered for this position, we prefer an Associate’s degree and 2 years of experience in an accounting support function; plus experience working in an office setting doing general clerical and office support tasks, including filing, data entry, answering telephones, and assisting customers. We will also consider candidates who have an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
