Job SummaryWorking under the direction of the Director of NERC Compliance Programs, the Manager of CIP Compliance will manage NIPSCO's CIP compliance program. The Manager is responsible for maintaining BES cyber asset compliance at identified facilities, in a continuous effort to satisfy the compliance demands from Federal and State regulatory bodies, including but not limited to: FERC, NERC, RF, and MISO. This position is responsible for leading a team of CIP Compliance engineers and specialists responsible for performing and monitoring CIP compliance activities. This position will also coordinate with all activities pertaining to NIPSCO's ongoing NERC 693 compliance efforts.
Principal Duties and Responsibilities- Manages and coordinates NIPSCO's NERC CIP Compliance Program.
- Monitors NERC standards development process and changing requirements.
- Manages team of CIP Compliance Engineers and specialists
- Determines the ideal process and procedures for meeting NERC CIP requirements
- Works with the Operations Technology teams to ensure that technical solutions adhere to the CIP requirements
- Maintains tools to track reporting obligations and highlights deadlines for scheduled compliance activities
- Meets RF and NERC reporting obligations
- Coordinates efforts to complete mock audits of compliance processes and documentation
- Coordinates and participates in NERC audits
- Participates on NERC and RF compliance committees.
- Provides training requirements for site managers and operations staff to ensure they operate in a manner that meets CIP requirements
- Provides oversight for the implementation, support, and upgrade of systems and software programs used by Compliance personnel
- Manages the development, tracking and reporting of the Capital and O&M budgets for this department
- Advises personnel responsible for communicating with Federal and State regulatory agencies pertaining to Compliance, in addition to NIPSCOs CIP compliance reporting
- Oversee the development of all necessary policies, standards, records, guidelines, and documentation necessary for NERC CIP compliance requirements
- Coordinates information to provide regular updates to senior leadership regarding NIPSCOs compliance obligations and procedures
- Complies with all professional training and ethics policies
- Additional duties as required
Required Qualifications for Position
- Bachelor's Degree in Computer and Information Technology, Computer Science, Engineering or equivalent related work experience (6 )
- Possess a working understanding of the State and federal Regulatory requirements, electric systems, information security, networking fundamentals, Bulk Power Generation, Transmission, and Wholesale Power Markets
- The ability to effectively communicate and perform under emergency and contingency situations
- Minimum of 5 years work experience in energy utility or related industry
- Must have good planning, organizational, verbal and written communication skills
- Ability to perform duties effectively under normal, emergency and contingency situations
- In depth knowledge of NERC CIP standards and requirements, Information Security, Systems & Network Management, SCADA control systems, Control Center Operations, Plant Operations, Energy Trading, State and Federal regulations, NERC Standards, and Corporate policies/procedures
- Must have proven successful experience understanding and evaluating FERC guidelines and NOPRs
- Must possess advanced PC skills, and possess the ability to identify solutions to challenging technical problems
Preferred Additional Qualifications for Position
- Successful subject related Compliance experience - 3 years minimum
- Strong operations, financial and legal application background
- Experience with information security assessments, audits, and requirements
- The ideal candidate will possess industry relevant certifications from Microsoft, Novell, RedHat, VMware, ISC^2, ISACA, or CompTIA
- Experience in both the State and Federal regulatory arena
- Experience in network and system security fundamentals
- Firm understanding of electric utility operations
- Experience with RFC, NERC, and FERC regulatory compliance requirements.
- Detailed knowledge of multiple cyber security systems, including configuration of those devices
- Experience with information security policies, standards, and procedures
- Strong operations, financial and project management background
- Experience with system security assessments, audits, and requirements
- Experience in managerial budgeting and employee supervision
