Summary
Manage functions and activities of the standards and integrity management (IM) support team, including the development of material, design, installation, and O&M standards, facility failure administration, and support to the IM programs. Support and facilitate design and operating best practices throughout the organization. Maintain close communications and working relationships with various operating, engineering, and staff departments in an effort to provide needed technical support and direction. Insure the personal and professional development of the standards and IM staff
Principal Duties and Responsibilities
- Develops a vision and strategic direction for the development, maintenance and communication of standards that cover design, construction, operation and maintenance of system facilities.
- Development and maintenance of service-focused working relationships with Operations partners.
- Maintains and communicates standards for policy (e.g. O&M Plan), process, operating guidelines, materials and work management. Examples of work management standards include compatible units, job & safety plans and inventory (material) master.
- Monitors and responds to regulatory filings and proceedings at state and federal level.
- Solicits and facilitates internal subject matter expertise for standard development and response to regulatory issues.
- Participates in process to influence regulatory proceedings through industry associations and other opportunities. Reviews and updates internal programs as warranted due to regulatory developments, compliance evaluations and continuous improvement opportunities.
- Establishes program execution plans by properly defining task level responsibilities then assigning and communicating those responsibilities to the various departments or individuals typically in Operations.
• Monitors program compliance by following-up on assignments to ensure proper execution. • Participates with General Manager, President and peers in the development of strategies, policies and objectives for Operations, ensuring that regulatory programs are integrated with overall Company goals and objectives.
- Reviews department goals and projects to insure that corporate needs and objectives are met.
- Prepares the capital and O&M budgets and insure that all costs are within budgetary constraints. Balances staffing needs to meet workload requirements by reallocation of resources or by recruiting additional resources, (i.e., interns, part time employees, new employees, and contractors).
- Manages all activities and communications for the department.
- Attends conventions, conferences, etc., which relate to functions performed by the department.
- Manages activities of direct reports.
- Provides seasoned operations consulting to operations partners.
- Helps identify training needs around compliance issues. Maintains corporate-wide unification of engineering designs, construction, maintenance, and materials to maximize productivity and customer service.
- Properly designs and maintains IM programs.
- Improves safety and compliance through the use of proven standardized materials and designs. Provides technical support related to codes, standards, and IM programs for all operating, engineering, and other staff departments.
- Effective administration of the facility failure reporting and investigation program.
- Facilitates best practices sessions among various NiSource groups that support improvement in standards.
- Informs and prepares operating and engineering groups regarding DOT rules and standards.
Required Qualifications for Position
- Bachelor of Science in Engineering / Engineering Technology from an ABET Accredited program.
- 5 years of Gas and/or Electric operational experience
- Minimum 3 years leadership experience over complex programs or projects
- Staff leadership experience
- Broad knowledge and experience in the design and installation of gas and/or electric facilities, including overhead and underground electric installations and transmission & distribution facilities.
- Strong understanding of standards & regulations related to gas and electric facilities and equipment including DOT Pipeline safety Regulations 190,191, 192, 193 & 199 and the National Electrical Safety Code & National Electric Code
- Working knowledge of standard NiSource PC software suite.
- Strong interpersonal skills.
- Demonstrated written and oral communication skills.
- Strong organizational & planning skills.
Preferred Additional Qualifications for Position
- Registered Professional Engineer
- Master’s degree in Business or Engineering
- Previous supervisory or management experience that demonstrates the required skills and competencies
- Demonstrated direct interface in providing support to commission audits and inquiries
- Understanding of tariff and policies and procedures.
- Understanding of distribution (plant and service) operations.
- Working knowledge of operations support systems. (EASI, WMS, Incident Reporting System, etc)
