GENERAL SUMMARY
The Human Resources Director leads a department responsible for the overall administration of human resources functions. This includes planning and delivering a broad range of human resource services and support activities for Nisqually Tribe employees. This position provides leadership and strategic direction for human resources programs and staff. This position has overall responsibility for ensuring the goals and objectives of the Human Resources programs serving the Nisqually Tribe are met. The Human Resources Director is an exempt position and reports to the CEO.


PRIMARY RESPONSIBILITIES
Primary responsibilities are the basic job duties that an employee must be able to perform. This list of responsibilities is intended to be representative of the duties performed within this classification. The omission of a function does not preclude management from assigning duties not listed if such duties relate to the position.

  • Manage the Tribe's human resource functions including workforce planning; recruitment and placement; classification and compensation, employee engagement and recognition; leave and benefit administration; employee relations; performance management; organizational development and training; records management.
  • Review and revise personnel policies and procedures; recommend revisions as appropriate.
  • Maintain knowledge of and ensure compliance with related state and federal law, Tribal code and policies.
  • Maintain knowledge of industry standards and trends to recommend and implement best human resource strategies.
  • Communicate the Tribe's personnel policies and procedures and ensure compliance.
  • Work with the Tribe's managers to identify and address personnel challenges and opportunities.
  • Establish and maintain effective relationships with leadership, Tribal Council members and staff, and interested groups and individuals.
  • Provide public testimony and presentations as appropriate.
  • Develop and implement department strategic plan.
  • Develop and implement department budget.
  • Supervise Human Resources Department staff.
  • Set mission and vision for the division in order to support Tribal priorities.
  • Establish and ensure short and long term objectives and goals for the division are met.
  • Ensure efficient and effective utilization of personnel, funds, materials, facilities, and time.
  • Provide status reports on significant activities and programs; advise Tribal Administrators/CEO on requirements or recommended actions.
  • Establish and track relevant metrics and key performance indicators (KPI's).


MINIMUM QUALIFICATIONS

  • Bachelor's degree in Human Resource Management, Public Administration, Workforce Development or a related field or comparable combination of experience and education which would clearly indicate the ability to perform the duties;
  • Extensive experience in the following areas: recruiting and placement; diversity programs; job analysis, description, and classification; salary and pay classification; workforce planning; labor and employee relations, including grievance procedures; promotion and disciplinary review; and benefit planning and administration. Experience may come from the public sector or from a combination of the public and private sectors.
  • Must have experience leading, managing, and supervising staff.
  • Must have experience managing and developing programs and budgets.
  • Must have a valid Washington State driver's license and be insurable under the Nisqually Indian Tribe's insurance policy.


PREFERRED QUALIFICATIONS
Experience working for the Nisqually Indian Tribe or other Federally recognized Tribe.
SUPERVISION
This position does supervise.

Knowledge of:

  • Tribal laws, rules, policies, and procedures.
  • Management practices and staff supervision.
  • Preparing departmental budget requests, justifying requests, monitoring and controlling departmental expenditures, and assuming responsibility for the appropriateness of expenditures.
  • Federal, State, and local laws and regulations specific to the work performed.
  • Tribal government and Tribal operations.
  • Principles and practices of personnel administration.
  • Current literature, trends and developments in management and major departmental issues.


Skill in:

  • Computer applications.


Ability to:

  • Develop, present, and gain acceptance for long-range and extensive programs, which require monetary allocations.
  • Communicate effectively with the public, staff, other Tribal departments, and Tribal Council.
  • Address groups of people and speak effectively on departmental issues.
  • Ability to establish and maintain effective working relationships with Tribal Council and department heads.
  • Lead a diverse workforce.
  • Plan, direct and coordinate work.
  • Establish rapport with and gain cooperation of departmental employees.
  • Seek reform in the public interest.
  • Use creative and innovative methods in order to increase efficiency and effectiveness of departmental operations.
