Roles and Responsibilities:

Participates in the formulation of goals and objectives for Rail Operations contract negotiations and develops strategy proposals to ensure their achievement.

Participate in all aspects of negotiations and serves as company spokesperson in absence of DGM-Labor Relations and Administration.

Directs and coordinates staff activities in contract administration involving 15 unions and 21 collective bargaining agreements.

Collaborates with and substitutes for Director, Labor Relations (Administration) in the daily administration of grievances and discipline cases, including meeting with union representatives.

Directs and/or advises various levels of Rail Operations management on the interpretation of collective bargaining agreements.

Meets with union representatives to resolve disputes appealed to Director level prior to arbitration.

Advises senior management on its rights and obligations under all current and pending State and Federal statutes dealing with Labor Relations issues.

Represents management in dealing with State and Federal government agencies, such as National Mediation Board.

Provide guidance to and supervision of Hearing Office.
Education, Experience, and Qualifications:
Minimum:
-
Bachelor’s or Master’s Degree in Industrial/Labor Relations or related area.

Ten (10) years of progressive management experience in labor contract negotiations, labor contract administration, and labor arbitration within a multi-union environment.

One year of closely related experience can be substituted for each year of education required.
Knowledge and Skills:
Essential:
-
Comprehensive knowledge of arbitration and disciplinary hearing procedures.

Strong leadership skills and superior verbal and written skills and abilities to interpret and properly draft contracts, letters of agreement and labor relations guidance documents.
