Principal Infrastructure Planning Coordinator

Roles and Responsibilities:

• Works closely with Operations Planning and Scheduling to develop analysis and model project impacts.
• Can be tasked with analyzing the impacts of capital investments have on transit infrastructure, fleet, and facilities.
• Performs transportation policy and planning analysis, data analysis, data visualization, and other activities as necessary to support Capital Planning’s development of new projects, fleet plan reports, the capital plan, and other reports related to capital projects, capital initiatives, and the capital plan.
• Provides transportation planning analysis, expertise, coordination, support, and other forms of support during project implementation.
• Responsible for the continuous generation of and updating of the NJ TRANSIT rolling five-year capital plan.
• Evaluates progress of the Capital Plan year over year and revisits Key Performance Indicator (KPI) metric benchmarks to evaluate success and performance improvement opportunities of the overall Capital Plan.
• Responsible for the intake of capital improvement concepts from the service lines, evaluating their merit, and shepherding selected projects through the Capital Plan process.
• Includes developing a right sized scope of work, budget, and project delivery schedule.
• Research best practices of activities for improving NJ TRANSIT’s institutional knowledge of transit related subjects.
• Responds to data inquiries and requests from internal and external entities, as directed.
• Responsible for employing external consultants as extension of staff to perform transportation planning and project development activities.
• Develops GIS related tools, maps, databases and other analysis products to progress Capital Planning’s analytical capabilities in project development, evaluation, KPI assessments, business case development, and other activities.

• Facility Capital Planner
• Transportation Planner

Education, Experience and Qualifications:

• Bachelor’s Degree in Planning, Engineering, Economics, Public Administration, Public Policy or related field.
• Five (5) experience in performing any of the following: initiating, planning, developing, and/or designing, projects or public programs/initiatives.
• 2 or more years in Planning, Engineering, and/or project management.
• A Master’s degree in Planning, Engineering, or Public Policy can substitute for two (2) years of experience.
• A PHD in Engineering, Sustainability, Planning, Science, or Public Policy or related field can substitute for career experience.

Knowledge and Skills:

• Knowledge of transportation planning principles and techniques, bus, rail and light rail facilities and operations, contracting principles, project and budget management.
• Experience in grant pursuits, grant application writing and other grant related activities is preferred.
• Experience working with federal and statutory regulations and technical writing preferred.
• Interest in rail infrastructure modelling and analysis preferred.
• Interest in mentoring interns and becoming involved in academic research.

Working Environment:

• 90% Office and 10% Field

Physical Demands:

• Typical of office environment and some light hiking and climbing for field inspection visits
