PRINCIPAL SERVICE PLANNER

Summary
Supervises assigned staff responsible for the creation of Bus route and schedule change proposals for multiple garages and Bus service contracts assigned to a service area. Coordinates with supervisor in delegating all work assignments to ensure all deadlines are met. Primary responsibility for development of holiday and extra service schedules.
Roles and Responsibilities
Supervises staff in the development of service change proposals designed to remedy problems or improve service quality, efficiency, and effectiveness, including but not limited to, issues of overcrowding, under-utilization, on-time performance, and the development of new services.
Supervises staff in the preparation and generation of public information materials, including public timetables, passenger notices, and schedule information displays. Supervises the development of special notices for posting on NJ TRANSIT's website.
Supervises staff's data collection plan and field work to assure that proper information is gathered to develop, support, and implement service change proposals.
Responsible for the review and updating of documents prepared by staff used by other NJ TRANSIT departments such as route descriptions, Bus operating statistics for contract services, Bus stop by line information, electronic signage (PCS) and transportation bulletins through the assignment of work to planning team members.
Review, investigate and respond to internal and external customer requests and complaints.
Assist Director on large-scale projects such as new bus terminal designs, new or major bus realignment and major construction detours.
Responsible for attending and representing the Service Planning department's interests at State, County, local and community meetings regarding issues affecting Bus service, under the Director, Bus Service Planning.
Responsible for training of senior planning staff. Works in conjunction with Senior Planner to ensure entry level staff is properly training in key aspects of the overall position.

Education, Experience and Qualifications: Minimum:
Baccalaureate Degree or equivalent
Five (5) years experience of transportation planning experience, to include three (3) years of supervisory experience.
Master’s Degree in Transportaion Planning may be substituted for one (1) year of the required experience.
Knowledge and Skills: Preferred: Proficient communication skills both written and verbal.
