Job Summary

 

Responsible for daily operations of the department, including staff supervision and ensuring that financial and accounting reports are produced in a timely and accurate manner.

Responsibilities

Essential Duties and Responsibilities

 

  • Manages daily departmental operations and accounting staff, and provides direction and assistance, as needed, to ensure proper accounting of all programs and products.
  • Reviews journal entries and supporting documentation to ensure accuracy and compliance. Coordinates timely preparation, review and distribution of accurate monthly financial statements. Assists in the preparation of annual financial statements.
  • Creates and modifies reports and schedules for management.
  • Manages the implementation of accounting processes and changes in the Enable financial system.  Determines the priority of Enable enhancements.  Supports the development of new programs and products to ensure accurate accounting.  Collaborates with Division Directors to streamline and refine Enable processes that span multiple departments.
  • Develops procedures for new programs/products and their accounting and reporting.
  • Oversees accounts payable activities; reviews all payment requests, approves and signs check disbursements; and ensures that all payments made are in accordance with EDA policies and guidelines.
  • Directs all EDA staff regarding procedures for disbursements with regards to correct forms to complete and approvals required.
  • Stays current with accounting procedures and requirements, such as GASB, Executive Orders and OMB Circulars, and recommends changes or modifications to ensure EDA is in compliance. Prepares and submits required monthly, quarterly, and annual reports to State web portal, including information on revenue and spending, as well as budgeting.
  • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied.
  • Assists in the training of EDA staff on the various applications used by the EDA including, Great Plains, ReQlogic, and Enable.
  • Develops general ledger accounts, Enable funding sources, and reporting requirements to track and account for the disbursement of Federally funded (COVID-19) grants and loans as well as salary and fringe and administrative and marketing related expenses.  Ensures the approved funding received is applied to the correct funding source. Reallocates funding between categories as needed.
  • Serves as a primary contact and department liaison for outside auditors, agencies and vendors.    
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
  • Demonstrates a high standard of accountability and integrity.
  • Must complete annual and semiannual self-assessment as required.
  • Perform other duties and special projects, as assigned.

 

Required Skills and Abilities

 

  • Advanced understanding of GAAP; ability to research technical issues in GASB or FASB pronouncements and report findings. Ability to document transactional flows and internal processes
  • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff
  • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers
  • Advanced proficiency in Microsoft Office Suite, Dynamics GP (Great Plains), other PC-based accounting and reporting systems and the ability to learn new software packages
  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Qualifications

Required Qualifications

 

Education and Experience Requirements

  • Bachelor’s Degree in Accounting or Finance
  • Minimum seven years combined experience in general private and public accounting; including supervisory experience
  • Background in governmental auditing preferred

 

Advanced degree or industry specific certification may be substituted for 1 year of experience

 

Physical Demands

  • Minimal
  • Ability to work outside normal business hours, as needed

 

Travel

  • As necessary to events, meetings, businesses, etc.

 

Certificates and Licenses Required

  • License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
