Job Description:

Onsite initially for the first 30 days and then remote with onsite as needed w/48 hrs notice. Please submit local/regional candidates only.

The IT Project Manager plans, executes, and finalizes projects according to an agreed upon schedule, budget, and scope. This includes coordinating efforts of stakeholders at all levels of the organization, IT staff, business, contract staff, or vendors as appropriate. The IT Project Manager is responsible for developing project requirements, writing a project plan, and managing the project through all phases. This position is focused on providing IT project management services for the City of Cedar Rapids Utilities Department. CC&B(Customer Care & Billing) is a huge project for the city and a big revenue generating activity.

MINIMUM QUALIFICATIONS

  • Required Education and Experience
  • Bachelor s degree from an accredited college or university in Computer Science, Business Administration or a related field and
    Five (5) years of work experience in a project management capacity including all aspects of process development and execution.
    Experience developing and managing detailed Project work plan, Work Breakdown Structure, and resource allocation.
    Proficiency with Microsoft Office
    Ability to work collaboratively with diverse populations

Required Licenses or Certifications

  • Information Technology Infrastructure Library (ITIL) certification or ability to achieve it within 2 years.
  • Project Management Professional (PMP) or ability to achieve it within two (2) years.
  • COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • Principles and practices of employee supervision.
  • Business and technology trends.
  • Basic understanding of common technologies such as business application systems, databases, application design, programming languages, operating systems, and current Internet technologies such as SaaS.
  • City purchasing, contracts, and budgeting procedures.

Skills in:

  • Customer Service
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Assigning, prioritizing, monitoring, and reviewing work assignments
  • Communicating effectively with internal and external stakeholders using both technical and non-technical language
  • M365 Applications, Project, Visio, and SharePoint
  • Managing projects and deadlines

Ability to:

  • Work both independently and in a team-oriented, collaborative environment.
  • Adapt to shifting priorities, demands, and timelines through analytical and problem-solving capabilities.
  • React to project adjustments and alterations promptly and efficiently.
  • Be flexible during times of change.
  • Read communication styles of team members and contractors who come from a broad spectrum of disciplines.
  • Be persuasive, encouraging, and motivating.
  • Elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Defuse tension among project team, should it arise.
  • Bring project to successful completion through political sensitivity.
  • Express ideas via strong written and oral communication skills.
  • Interact with others via strong interpersonal skills.
  • Be adept at conducting research into project-related issues and products.
  • To learn, understand, and apply new technologies.
