The Captain provides marine command responsibility and support in the ship’s marine operations. He or she supervises operations, equipment and auxiliaries and ensures compliance with operating procedures, maintenance requirements, and international maritime regulations. He or she oversees local maintenance and repairs of the ship’s equipment. The Captain implements and upholds safety and environmental compliance requirements. He or she liaises with shorebased staff and maritime authorities as conditions dictate, and other duties as may be assigned. The Captain (Master) is in ultimate command of the vessel, responsible for the safety of all on board personnel, the protection of the environment, and the preservation of the vessel and all of her assets. He or she shall oversee station keeping, navigation, stability, and cargo operations. The Captain shall ensure that the vessel meets all Coastal State, Flag State, Port State, and Company requirements. The Captain, liaises with the Rig Manager to ensure that drilling operations are conducted in a safe and efficient manner, in line with client expectations. All persons on board, including department supervisors, third party, and crew, are under the captain's authority and are his ultimate responsibility. The Captain (Master) is the Designated Person in Charge (PIC) by Company management under IMO protocol. The Captain, as Master, has the overriding/ultimate authority and the responsibility to make decisions with respect to safety and pollution prevention and to request the Region/Company’s assistance as may be necessary. He may take any action deemed necessary to preserve life and protect the environment and company assets. QUALIFICATIONS • Prefer College Degree in Maritime Deck Transportation or equivalent. • USCG Unlimited Master of Steam or Motor Vessels License Upon Oceans or STCW equivalent, and Flag State endorsement • Command experience as a ship’s Captain on unlimited tonnage vessels. • Excellent leadership, communication and management skills. • Computer skills in information systems and computer control consoles. • Prefer previous experience as a DPO. • Experience with Dynamic Positioning Systems and Basic and Advanced DP simulation. • Experience in the use of on board stability programs. • Experience in marine environmental and hazardous material regulations and procedures. • Experience in offshore marine operations, industrial environment, and drilling operations. • Radar Observer (Unlimited). • GMDSS Operator ESSENTIAL FUNCTIONS • Implements the safety and environmental protection policy of the Company. • Liaises with Flag, Class, and Port State Authorities for scheduling, reporting and coordinating inspections, surveys, and audits. • Motivates the crew in the observation of the safety and environmental protection policy through training, safety, and pre tour meetings. • Issues appropriate orders and instructions in a clear and simple manner. • Verifies that specified requirements are observed. • Implements and reviews the SMS and reports its deficiencies to the shorebased management. • Directly represents the Company onboard the unit and is directly responsible for the overall vessel operation, management, and safety of the unit offshore. • Commands the vessel at all times and takes whatever decisive action is necessary to ensure the safety and discipline of the personnel as well as the overall safety of the unit. • Develops and follows approved Voyage Plan, and navigates vessel in a prudent and cost efficient manner. • Navigates a safe course and ensures an economical voyage by determining the optimum transit speed between well locations and/or ports. • Maneuvers and positions the vessel on to the well location defined by the client and with the use of anchors and/or Dynamic Positioning (DP) ensures that the vessel will remain safely in position during operations. Ensures that watchstanders and DPOs follow WSOG, night, and standing orders. • Directs and/or witnesses the pre-testing/pre-checks of the DP systems and thrusters. • Ensures that the integrity and stability of the vessel is being maintained at all times and takes action if necessary to relocate and/or reposition the vessel during periods of adverse weather or hostile environment situations to prevent any harm to personnel or damage to the vessel. • Ensures organization of, oversees and/or approves the overall maintenance, inspection, and certification programs that the rig engineer has scheduled for the vessel’s hull and marine related equipment/machinery. • Ensures that high standards of housekeeping are maintained, and proper hygiene is practiced by catering staff and all personnel on board. • Performs regular crew evaluations, monitoring performance and individual progress in mandated training. Gives feedback to HR on an individual’s suitability for promotion, • Ensures that prompt reports are made to the United States Coast Guard of any critical equipment malfunction related to main propulsion, steering, or marine environmental protection equipment in its 96 hours Electronic Notice of Arrival (eNOA) into a US port or Form 2692 or in writing to the nearest Coast Guard Sector Office or Group Office as applicable. Additionally, such reports shall be copied to the U.S. Coast Guard Captain of the Port of the next port of all in the United States. • Maintains on board the drilling unit all records required by international conventions and treaties including SOLAS, the ISM Code, and MARPOL and applicable State and Federal statutes and regulations and any additional documents or records required under the ECP, Noble Management System and Environmental Management System. Records shall be maintained for the period specified by the MODU’s Flag Administration. Additionally the Master will make these records available to the TPA, IA, the designated signatory of the Government, the United States Coast Guard, and the USPO upon request. • Maintains replacement Environmental Tags and used Environmental Tags as set forth in Section VIII of the ECP in a secure location aboard the MODU and shall inspect each damaged Environmental Tag number to ensure Environmental Tags having identical numbers are never used. An inventory of the unused Environmental Tags shall be a required component of the Captain’s handover notes. • Responsible for maintaining accurate records and ensures the use of and review of handover notes for the senior officers. The notes shall have a descriptive environmental component and include information related to the status, handling and discharge of any MODU generated wastes or slops and the operations of the Oil Water Separator (“OWS”), Oil Content Meter, Oil Discharge Monitoring Equipment, and Incinerator. The notes shall also discuss the operation condition of the main propulsion and steering machinery. • Oversees the Chief Steward ensuring proper hygiene is practiced with respect to the quality, storage and preparation of food, cleanliness of the kitchen and accommodation, hospital upkeep and medical care, suitable drinking water including suitable laundry facilities to maintain clean linen and towels. • The Captain liaises with the Rig Manager in reviewing and discussing the client’s projected well program before operations commence and throughout the well as necessary to stay abreast of pertinent operational activities and time factors. Ensures that the optimum quantity of fuel, lubricants, potable water, etc., will be on board at all times. • Prepares, organizes, evaluates, and/or approves periodical status reports as well as evaluations and assessments for marine supervisory and support personnel (including trainees) supervised and recommends as appropriate merit raise increases or promotions for personnel deserving same. • Ensures that all personnel on board the vessel have been informed and are familiar with the safety precautions, procedures and drills established by Noble, Flag and/or the client and that the vessel has the required quantity and quality of safety equipment on board at all times. • Carries out various administrative tasks as required by the Company. • Ensures that every crewmember has received appropriate training pursuant to the ECP necessary to ensure compliance with the ECP, EMS and other maritime pollution prevention requirements and that the proper records of all training on environmental matters are maintained. • Recommends action in case of personnel or equipment problems having an adverse effect on the operational or safety aspects of the unit. • Carries out various administrative functions such as making daily entries in the Captain’s logbook, reviewing and approving routine lists of provisions, preparing voyage summaries and management reports, maintaining current accounts ledger, handling entry/exit formalities at each port-of-call, etc. • Prior to arrival, becomes familiar with each new shorebase’s local labor and/or union situation, hospital and medical facilities, health requirements or hazards, food and fuel availability, general politics, social customs, local laws and customs / immigration regulations. Ensures that all personnel assigned to the vessel are advised of pertinent information. • Coordinates a daily meeting with the Rig Manager to discuss/update on matters and/or projects occurring or projected to occur within the realm of responsibilities. • Assists Rig Manager in preparing annual operating budget for the vessel. • Ensures that any spillage having a harmful effect on the environment will be avoided and cleaned up. • Ensures employees’ compliance with the ECP, the Noble Management System, the Environmental Management System, MARPOL, Ballast Water Management and all applicable maritime pollution protection requirements, including EPA MODU General Permit (VGP) requirements in US waters. Employee compliance with such requirements will be incorporated as a positive factor in performance evaluations. Failure to comply with such requirements will be incorporated as a negative factor in performance evaluations and may lead to dismissal. Prepare annual operating budget for the vessel. • Conducts safety critical tasks as detailed in the HSE Case. • Responsible for the safety of the crew and vessel and protection of the environment through effective control of the rig and vessel operations in compliance with international and local maritime laws and regulations. • Ensures that all rig stability criteria is maintained. • Directly supervises rig moves and station keeping operations. • Monitors all operations potentially impacting seaworthiness of the rig; ensures all operations are in accordance with Company procedures and maritime regulations. • Ensure the watertight integrity of the rig is maintained at all times. • Ensures material and equipment are properly secured for all sea and weather conditions. • Ensures safe helicopter operations are conducted. • Ensures that all vessels that come alongside the rig are safe and functional. Reviews and approves work permits for fuel loading and any vessel that may be secured to the rig. • Communicates with the Chief Engineer regarding loading, storage, and usage of fuel and water to maintain rig draft and trim within stability limits. • Ensures navigational logs, all records, and all reports are maintained and submitted as required by Maritime Regulations and Marine Procedures. • Manages rig surveys and the statutory certification process to ensure compliance to classification society requirements and maritime regulations. • Ensures that all navigation and station keeping aids and equipment are maintained to a high operational standard at all times and in accordance with all applicable rules and regulations. • Ensures that deck or marine system marine system maintenance to equipment or structure is kept up to high standards of cleanliness, efficiency, and reliability. • Checks that the marine personnel are trained in accordance with Company policies and statutory requirements; ensures Company and client training and certificate requirements are met and up-to-date at all times. • Investigates all marine-related rig incidents; reports root causes and recommends corrective actions. • Participates in the Safety Training Observation Program (STOP THE JOB) and the weekly and pre-tour safety meetings. • Ensures compliance with ISM regulations. • Develops and implements Job Safety Analyses and prepares risk assessments as required. • In charge of the vessel and the emergency team in the event of a fire or other emergency; coordinates and participates in drills and exercises, including monitoring and evaluation of emergency team response as defined on the Station bill and by all maritime laws. • Performs all duties in accordance with the Permit to Work System. • Ensures that the Catering Company complies with all Company policy and performance requirements including high standards for hygiene, housekeeping and meal quality. • Provides input to the annual plan and budget; monitors budget to ensure cost-effective operations; reviews and approves all marine-related rig expenses. • Provides required financial and operational reports and forecasts. • Provides input and recommendations for the hiring, transfers, promotions, and terminations of rig personnel. • Ensures the roles, responsibilities, accountabilities, and performance measures of direct reports are defined, understood, and enforced. • Establishes goals and priorities with direct reports. • Establishes a system of accountability and monitors the performance of direct reports. • Reviews performance against unit measures; establishes initiatives with the team to achieve goals and objectives. • Assesses the competencies of direct reports, coaches, mentors, and works with them to enhance required competencies. • Carry out the Noble Leadership Model by Developing Yourself, Leading Your Team, Driving the Business, and Delivering Results. • Develops and implements mechanisms to achieve effective communication, coordination of effort, information flow, and learning with direct reports. • Conducts and oversees performance and salary reviews of direct reports on a timely basis. • Ensures rig supervisors are informed of any operational, maintenance, environmental, health, safety, training, and quality issues and works with team or individual supervisors to develop and implement effective solutions. • Ensures effective communication with Drilling Superintendent, Rig Manager and other shore-based personnel.
