Responsibilities:
The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.
This position will function as the Advisory and Assistance Services (A&AS) Schedule Analyst for the DTRA Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP) Department. The BTRP Department supports international partner nations by facilitating the elimination, safety, and security of especially dangerous pathogens (EDP) as well as rapid detection and reporting of diseases caused by EDP. This role will serve as a Subject Matter Expert that will provide advice, assistance, and technical expertise in the following project phases: (1) Planning and Pre-Design; (2) Contractor’s proposal evaluation; (3) Design review; (4) Construction; and (5) Commissioning. The BTRP scheduler will serve as technical advisor to the Government BTRP Construction Manager and is responsible for tracking the progress of projects, milestones, and schedule requirements.

DUTIES
- Define project milestones per project scope of work (SOW)
- Define and analyze the work breakdown structure (WBS) for projects
- Analyze Integrated Master Schedule (IMS) and identify the critical path for projects
- Track the progress of projects and identify schedule slacks and potential delays
- Evaluate project schedule performance index (SPI) and other relevant metrics
- Assist project managers in mitigating schedule delay risks
- Develop reports on the progress of projects
- Preferred proficiency in scheduling software like MS Project and Primavera
REQUIRED SKILLS and QUALIFICATIONS
- Bachelor’s degree (B.A./B.S.) or Masters degree and 3 to 10 years of related experience.
- Proficient with Microsoft Office Tools
- Ability to work independently
- Must be eligible or currently hold a DoD SECRET clearance.
DESIRED SKILLS and QUALIFICATIONS
- Experience in programs dealing with the threats of chemical, biological, radiological, and nuclear materials
- Familiar with project management and acquisition processes are desired.
- Experience working with the Department of Defense
- Experience working with international partners and international organizations
- US. government programs to reduce nuclear, chemical, or biological threats internationally
