Responsibilities
The Department of Defense (DoD) relies upon training and testing lands to maintain mission readiness. Training time and training land availability link directly to capabilities, but without careful management, maintenance, and testing, infrastructure degrades and become of limited use for realistic training. In addition, DoD manages more than 300,000 buildings on some 500 installations throughout the United States. It is critical for DoD to reduce installation energy consumption and carbon footprint, improve energy security, and facilitate water conservation. DoD’s natural and built infrastructure as well as operational capabilities are also at risk of the effects of climate change. The mission of the DoD Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative, cost-effective, and sustainable solutions to meet DoD's environmental and installation energy challenges.
Noblis is positioned to provide staff focused on resource conservation, resiliency, and climate resilience to execute the mission of these DoD programs. We are actively seeking to identify personnel with deep knowledge and experience in these areas to join our team of talented professionals to successfully support the strategic goals of SERDP and ESTCP. This position is for a senior subject matter expert to provide part time, on-call technical support.
The Climate Resilience Subject Matter Expert will work within the SERDP and ESTCP team, and will:
- Provide in-depth subject matter expertise to support the DoD Program Manager for Climate Resilience in the areas of risk and resilience in coupled human-Earth systems, uncertainty characterization, climate change science, climate change adaptation, environmental awareness, and policy analysis.
- Assist in the development of solicitation topics that address DoD’s critical Climate Resilience issues.
- Provide technical recommendations on the merit of research and demonstration proposals.
- Provide technical review of project deliverables including demonstration plans, white papers, and technical reports.
- Provide input on the progress of funded projects.
- Provide input into the development of strategic plans as requested.
- Actively participate in and attend relevant SERDP and ESTCP meetings, workshops, and Symposium.
Required Qualifications
- Ph.D. in Philosophy, Public Policy Analysis or similar.
- 30 plus years professional experience working in a field related to, risk and resilience in coupled human-Earth systems, climate change science, climate change adaptation, environmental awareness and policy
- US citizenship
Desired Qualifications
- Experience working with private and public sectors, federal organizations (DOE, DoD, GSA), DoD installations, national labs, or other related programs
- Knowledge of DoD organizations and structure
- Experience in technology research and development, testing and validation, and/or technology transition

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
