Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T).  

   

Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range of performer and government facilities, including DHS S&T-run research facilities across the U.S.  

 

This position leverages extensive scientific subject matter expertise to provide technical input to assist engineering discussion and decisions on large-scale biological decontamination efforts, including engagement with government and industry partners to establish best use technologies and policy. 

 

Role functions may include: 

 

  • Serving as a scientific SME supporting engineering decisions regarding the application and appropriateness of biological decontamination technologies and development of interagency biosafety standards and decontamination policy.  
  • Leveraging scientific expertise to provide technical input on procurement planning, and assistance with inter-agency engagements. 
  • Engaging with industry partners to establish current state of the art technologies for effective large-scale biological decontamination. 

Qualifications

Required Qualifications:  

  • Master’s degree and 10 years of relevant experience or Bachelor’s degree and 18 years of relevant experience. 
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.  
  • Ability to obtain DHS Suitability.  

 

Desired Qualifications: 

  • Operational, programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE). 
  • Ability to work collaboratively in a high pressure, fast paced atmosphere. 
  • Demonstrated experience in a biological field such as microbiology, infectious diseases or animal science, including decontamination, detection and countermeasures regarding biological agents. 
  • Demonstrated experience in interpreting and/or support the development of public scientific policy. 
  • Demonstrated experience in DHS or DOD acquisition strategy. 
  • Demonstrated experience in interagency engagement to elicit and provide scientific input.  
  • Excellent written and oral communication skills. 
  • Experience writing and editing technical documentation for both technical and non-technical audiences. 
  • Experience with Microsoft Office, including Word, Outlook, Excel, and PowerPoint. 
  • DHS suitability. 

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management. · Participate on proposals
