JOB SUMMARY:

The Database Development/Analyst will direct, evaluate, review, perform and manage database development and reporting services across the organization. The Database Development/Analyst will fulfill organizational needs in data management, front and back end design and development, ETL, reporting, support and analysis. As well as provide management with tools that can be used in the decision making, operations and federal reporting processes.

MAJOR TASKS AND RESPONSIBILITIES:

Database Developer duties

  • Meet with department managers and staff to discuss their requirements.
  • Design, develop and implement database systems based on customer requirements.
  • Create complex functions, scripts, stored procedures and triggers to support application development.
  • Develop frontend software for end-users and management to populate departmental database systems, perform duties and automate reporting.
  • Create BI data warehouses and related ETL duties.
  • Optimize database systems for performance efficiency.
  • Perform space management and capacity planning for database systems.
  • Ensure data quality and integrity in databases.
  • Identify any issues related to database performance and provide corrective measures.
  • Test databases and perform bug fixes.
  • Troubleshoot database related issues in a timely fashion.
  • Develop security procedures to protect databases from unauthorized usage.
  • Evaluate existing databases and recommend improvements for performance efficiency.
  • Provides general application support across the organization.
  • Provides general end-user troubleshooting, accurately assesses the customer(s) issues or problem(s). Asks the user well-thought-out or detailed questions and carefully listens to the user’s response to fully comprehend the need, product issue, and best resolution.
  • Researches customer(s) problems/issues to increase Personal knowledge and familiarity with the supported product and to provide the highest level of support possible. Keeps current on most recent changes and/or upgrades software.
  • Identifies and resolves application and service issues and any other questions that may arise. Answers general application questions
  • Maintains ownership of issues and follows through on all customer issues until those issues are properly closed.
  • Diagnose technical support of hardware, systems, sub-systems, and/or applications for customers.
  • Apply diagnostic techniques to identify problems, investigate causes, and recommend solutions to correct failures
  • Provides a precise understanding of user(s) issues when the problem needs to be escalated to a higher level.
  • Proactively communicates status reports and issues to the director and customers
  • Communicates changes and outages to appropriate customers.
  • Serve as essential personnel when an NIT emergency has been declared (when offices are closed due to flooding, inclement weather, etc., this position is required to report to duty and assist with initial and preventative measures of an emergency, when needed, per supervisor).
  • Develop best practices for database design and development activities.

Data Analyst duties

  • Meet with decision makers, systems owners, and end users to define reporting requirements and goals.
  • Develop routines and procedures for end-users to facilitate best practices use of reporting tools and applications.
  • In conjunction with data owners and business units, develop models, procedures, and protocols for reporting in concert with company goals.
  • Prepare and deliver reports, recommendations, or alternatives for improving processes in reporting systems across the organization.
  • Advise department managers regarding appropriate, effective, and efficient use of organizational reporting capabilities and functions.
  • Develop visual dashboards via PowerBI, Tabluea, or similar tools
  • Research, review, and analyze the effectiveness and efficiency of existing report procedures and develop strategies for enhancing or further leveraging these processes.
  • Communicate reporting changes, enhancements, and modifications – verbally or through written documentation – to management and other employees so that issues and solutions are understood.
  • Conduct research and make recommendations on reporting tools, services, protocols, and standards in support of procurement and development efforts.
  • Develop and administer strategies for the control and sharing of company database resources and services.
  • Design and deliver end-user training and training materials; provide technical support as necessary.

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

MINIMUM QUALIFICATIONS

The following qualifications are required for the incumbent to have, in order to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION:

  • Four years directly related work experience.
  • Proven experience with MSSQL, SSRS/SSIS/SSAS, Access, Excel Power Pivot and related software.
  • Advanced coding ability with TSQL and ANSI SQL.
  • Strong understanding of databases structures, theories, principles and practices.
  • Strong preference for previous training material development
  • CompTIA or Microsoft Certifications preferred

REQUIRED CONDITIONS OF EMPLOYMENT:

  • Must pass alcohol/drug test at time of hire and throughout employment.
  • Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS:

Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

  • Work is performed primarily in a standard office environment, but may involve exposure to moderate noise levels from high-speed computer printers and other peripherals.
  • Work involves operation of personal computer equipment for four to six hours daily.
  • Duties may also involve occasional stooping, crawling, and lifting up to 40 lbs. in order to install or check the installation of network devices and cabling.
  • Considerable manual dexterity with tools
  • Ability to work under stressful conditions.
  • Occasional travel to various worksites may also be required, depending on the assignment.
  • Work outside of regular work schedule should be anticipated.
  • The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
  • While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen.
  • Sitting for extended periods while at a desk or in meetings.
  • Manual dexterity to operate a keyboard, calculator, and telephone system
  • Ability to lift up to 20 pounds without assistance occasionally.
  • Typical office setting with environmentally controlled conditions.
  • Read, write, speak and understand English
  • Ability to listen, understands customers, and has the ability to translate rules, regulations, and policies to clients so they understand the issues/problems.
  • Operate in mentally and physically stressful situations with composure.
