The Steve Troxler Agricultural Sciences Center (ASC) houses the regulatory laboratories for the Department of Agriculture. The labs consist of the Food & Drug Protection Division Chemistry, Microbiology, and Pesticide Residue labs; the Veterinary Division Animal Disease Diagnostic lab; the Standards Division Weights and Measures lab, and the Standards Division Fuel Quality testing lab. These laboratories form the scientific basis for all regulatory work performed by the Department ensuring consumer protection for human and animal food, commerce, and animal health. This facility also houses a Biosafety Level III lab analyzing for pathogenic micro-organisms and an animal necropsy lab.

The ASC Environmental, Health and Safety (EHS) Administrator develops, implements, and maintains safety programs for the ASC and the three Veterinary satellite labs located throughout the state for compliance with Federal, State, and local EHS and hazardous waste regulations. This position supports site leadership providing strategic direction, technical & scientific advice, planning, coordination, communication, training, compliance monitoring and evaluation to promote and foster a strong and proactive culture of safety and compliance.

Program areas of responsibility include hazardous waste management, chemical and biological laboratories, industrial safety (maintenance group), office safety, and environmental safety (fuel, oil).

This position consults with safety representatives and leadership regarding field inspector safety programs including biological and chemical hazards. The divisions have ~ 140 field inspectors working across the state in all 100 counties.

Some travel to three statewide Veterinary labs is required (approximately quarterly).

Knowledge, Skills and Abilities / Competencies

The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of Experience and Education listed on the application.

To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • Experience with hazardous waste management and disposal programs, such as determining disposal methods, contracting with suppliers, and signing manifests.
  • Experience developing, implementing, and maintaining comprehensive EHS programs for at least one of the following: chemical safety, biological safety, electrical and mechanical safety, and/or emergency response planning.
  • Experience with hazardous materials management, chemical safety, or laboratory safety.
  • Considerable knowledge of the laws, regulations and agency policies governing responsibilities.
  • Ability to analyze complex safety and health problems and recommend feasible and effective solutions using technology, techniques, and developments.
  • Ability to investigate accidents, determine cause, and recommend remedial action.
  • Ability to develop and present training programs on a wide variety of safety topics.
  • Ability to influence leadership of the importance of maintaining safe environments in their divisions/departments.
  • Ability to communicate effectively in oral and written form.
  • Ability to establish and maintain effective working relationships.
MANAGEMENT PREFERENCES:
  • “Chemical Hygiene Officer” role (as described by the Occupational Safety and Health Administration).
  • Hazardous Waste Coordinator role.
  • “Biosafety Officer” role (as described by the Center for Disease Control and Prevention - Biosafety in Microbiological and Biomedical Laboratories (BMBL)).
  • Manager of Environmental, Safety and Health (MESH) certifications.

Minimum Education and Experience Requirements

You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.

Bachelor's degree in chemistry from an appropriately accredited institution and four years of progressive chemistry laboratory experience; or an equivalent combination of education and experience.
