This position will be responsible for providing training in the primary subject area described in the posting herein. This position may/will additionally be responsible for providing training or acting as supplemental trainer for other subject areas offered by the Justice Academy, to include any of the following:


  • Specialized Instructor Certifications are required for Commission-mandated courses which include: Physical Fitness, SC/AT, Firearms, Driving, Speed Measuring Instruments (SMI), Telecommunicator Certification Course, Detention Officer Certification Course, Instructor Training and Hazardous Materials.
THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $ 42,780 to $ 58,845. Salary offers are based upon the candidate's education and experience related to the position, as well as departmental budget and equity considerations.

The North Carolina Department of Justice, led by the Attorney General of North Carolina, represents the State of North Carolina in court and provides legal advice and representation to most state government departments, agencies, officers, and commissions. The Department also represents the State in criminal appeals from state trial courts, and brings legal actions on behalf of the state and its citizens when the public interest is at stake.

This position is located at the North Carolina Justice Academy in Salemburg, N.C.

The North Carolina Justice Academy (with campuses in Edneyville and Salemburg) provides basic, intermediate, and advanced training for law enforcement officers on topics including: anti-terrorism, community oriented policing, criminal investigation, traffic crash investigation, firearms, self-defense, and management and supervision.

This position will be assigned to the Training Division at the east campus of the North Carolina Justice Academy in Salemburg, NC. This position will be responsible for the research, development, and delivery of basic and advanced level courses related to Subject Control Arrest Techniques (SCAT), which includes a thorough knowledge of physical fitness and use of force options, documentation, current best practices, and other topics as they relate to SCAT in law enforcement.

The person filling this position will be assigned to the Training Division and will be required to perform a portion of all three of the following organizational duties.

This position is responsible for coordinating and instructing in advanced and specialized criminal justice training curricula (as differentiated from entry-level training) using an Instructional System Design model of analysis, design, development, delivery and evaluation phases. This training is related to SCAT, which includes a thorough knowledge of these topics, documentation, current best practices, and other topics as they relate to SCAT in law enforcement.

Second, the person will be responsible for providing technical assistance in assigned content areas upon request from criminal justice personnel regarding operational policies and procedures related to SCAT, which includes a thorough knowledge of use of these topics, documentation, current best practices, and other topics as they relate to SCAT in law enforcement.

Third, the person will be responsible for developing advanced and specialized criminal justice training materials that will include curricula, hypermedia, and other audiovisual materials.

The selected candidate will undergo and must successfully complete a comprehensive background investigation.

Knowledge, Skills and Abilities / Competencies

The person must have very strong verbal communication abilities. This applies to both the administrative and training environments. The person must have the ability to communicate with a diverse background of people. Because of the teaching component of the job, the person must, besides being able to speak well, be precise in giving instructions, especially in practical exercises, be able to listen extremely well and be able to read and react to non-verbal cues of other people. These verbal skills are also extremely important in being a part of work teams.The person must have very strong written communication skills.

The person must be able to concisely and correctly prepare administrative reports, memoranda, letters, etc. The person must also be able to write and edit training materials, multimedia and distance learning media, publications, etc. Because many of these contain legal information, the level of exactness must be at 100 percent. The person must also have the ability to market programs in the specialized content area for which they are responsible. The person must have considerable knowledge of general criminal justice practices and must have and maintain current expertise of a specific content area at the advanced and specialized level. The person must have considerable knowledge of current educational and training methodologies, including hyper media and distance learning technologies, and have the ability to analyze and interpret evaluation and other research data. It is preferred that this knowledge and ability have been demonstrated by experience in teaching and/or training adult learners, ideally in the same specialized area of criminal justice.


The person will operate in environments without daily on-site supervision where he/she will be expected to possess strong interpersonal communication skills, be self-assured and able to organize and prioritize work, establish specific goals in response to broad policy direction, solve problems independently and collectively within a work team, be self-directed and self-motivated without daily direction and supervision, conceptualize ways to transfer theory into practical application, exhibit high moral character and behavior, including discretion in matters of highly confidential information.

Minimum Education and Experience Requirements

Master's degree in criminology, criminal justice, one of the social sciences, or a related field from an appropriately accredited institution and three years of progressively responsible experience in the field in which assigned;

or Bachelor s degree in criminology, criminal justice, one of the social sciences, or a related field from an appropriately accredited institution and six years of progressively responsible experience in the field in which instruction is to be conducted;

or an equivalent combination of education arid experience.

Management preferences: Management prefers a graduate degree and field experience as a law enforcement officer; extensive experience in the area of research, development, and delivery of criminal justice training with an emphasis on Subject control and arrest techniques and use of force; certified, or the capability to be certified, as both a General and Specialized Law Enforcement Physical Fitness Instructor as issued by the North Carolina Criminal Justice Education and Training Standards Commission.
