What are the responsibilities and job description for the Senate Legislative Clerk - 2022 position at North Carolina General Assembly?
Starting Salary: $39,216 Annually
The North Carolina Senate is seeking a highly qualified professional to work as a Legislative Clerk in the offices of the Legislators. Legislative Clerks assist Legislators, also known as Legislative “Members” of the Senate, in fulfilling their public obligations by providing support services in the areas of administration, communication, research, and public relations. This position requires a high level of organization and accountability; as well as the ability to perform independently and maintain composure in a fast-paced, dynamic environment.
This position is a permanent, full-time position. Days of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m. However, when the Senate is in session, evening work may be necessary on Monday through Thursday and occasionally weekend work may be required as the job duties demand, based on the needs of your Member. This position is under the direct supervision of the Senator, and has no direct supervisory responsibilities, unless requested by the Member to assist in the supervision of an intern.
Essential Functions:
- Manage daily operation of Member's office; including the legislator’s Outlook calendar.
- Provide excellent customer service by maintaining a pleasant office atmosphere for Members, staff, constituents, and lobbyists.
- Manage the Member's schedule and travel arrangements, including authorization and reimbursement forms when required.
- Manage constituent inquiries and casework, which may include drafting and sending weekly newsletters, district certificates, and congratulatory letters.
- Facilitate and coordinate communication between the Member, legislators, State officials, staff, agency personnel, stakeholders and constituents in the development and advancement of legislation.
- Serve as a liaison between the Member and constituents of their legislative district; exercising independent judgement to determine and implement appropriate course of action.
- Track advancement of the Member’s bills through the legislative process. This may entail monitoring of committee meetings.
- Maintain communication with the Legislative Assistant Coordinator, which may include training programs or staff updates.
- Supervise, as delegated by the Member, any interns assigned to the office. Coordinate with the intern program coordinator to direct the work of interns.
- Identify and monitor district specific issues.
Knowledge, Skills, and Abilities/Competencies:
- Requires interpersonal skills with respect to a variety of daily personal contacts.
- Requires office and personnel management.
- Ability to communicate clearly and concisely in oral and written form, utilizing strong composition, grammar, and business communications skills.
- Requires proficiency in Microsoft Office products, Outlook, and various publication software.
- Ability to research and analyze relevant constituent issues, to track legislation, and prepare Member briefings and materials as needed.
- Ability to perform multiple tasks accurately and efficiently under time constraints.
- Ability to work both independently and cooperatively.
- Ability to exercise professional judgment and maintain confidentiality.
- Ability to maintain composure and to work cooperatively under pressure with Members, legislative staff, and the general public on a daily basis.
Required Education and Experience:
- College Degree, or one to two years administrative work experience; or,
- An equivalent combination of the education and experience.
