Job Description

• Prepare, submit, and track acquisition packages using the Defense Agencies Initiative (DAI) acquisition system.
• Prepare, submit, and track acquisition packages to OSD R&E using G-Invoicing prior to submitting funding documents in DAI.
• Record all acquisition package information in the OSD R&E Internal Budget Execution Database (IBED).
• Coordinate required acquisition documentation for packages with financial personnel at OSD R&E, Various Combatant Commands, Services, and other organizational agencies.
• Prepare documentation for acquisition packages on an as-required basis, to include MIPRs, IAAs, and Support Agreements. Prepare financial documents and requirements for each FY to be provided to future proposals.
• Review acquisition documentation for accuracy. Make corrections and adjustments to documentation as needed to ensure that it can be understood and approved by OSD R&E along with multiple reviewers/approvers throughout the process.
• Obtain access to the master repository for unclassified DoD contracts, orders, and modifications, Electronic Document Access (EDA), in order to gather documentation required for acquisition packages and to track contract awards.
• Ensure all submitted acquisition packages prescribe to the contracting office’s Procurement Action Lead Times (PALT).
• Obtain estimated award timelines from contracting offices and ensure that they are consistent with the prescribed PALT. Document and report any issues to the government lead and financial specialists in OSD R&E.
• Prepare de-obligation packages for old contracts/MIPRs as required by the WLIF program.
• Must have a working knowledge of all financial support systems to include: DAI, EDA, G-Invoicing, IBED and HYPERION.
• Prepare reports and inputs to briefings, monthly reviews, correspondence, and other similar Program Documentation related to the overall program planning and management.
• Assist with the development of program justification responses to budget calls.
• Track program commitments, obligations, and expenditures. Ensure obligations and expenditures are meeting OSD benchmarks. Report any issues to the lead and identify mitigations, if any.
• Assist personnel with travel authorizations and vouchers. Perform Defense Travel System (DTS) authorization and voucher reviews, and non-DTS Entry Agent functions as required in support of government personnel traveling for extended periods of time without access to DTS. Track and record travel costs within the budget.

Qualifications

• Must have a working knowledge of all financial support systems to include: DAI, and EDA.
• Must have working knowledge the Defense Travel System (DTS)
• Must be proficient in all MS Office Suites.
• Secret Clearance Required.
