Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III

This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV

Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     


ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant Manager, Information Services or others as assigned. Responsibilities:

Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications.

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.


MINIMUM QUALIFICATIONS

Level III:

Education and/or Experience 

A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and five or more years of related experience and/or training, or an equivalent combination of education and experience.

Level IV: 

Education and/or Experience

A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and eight or more years of related experience and/or training, or an equivalent combination of education and experience.

  

KNOWLEDGE AND ABILITIES

Knowledge:

Knowledge of Oracle database; Oracle Recovery Manager (RMAN), Real Application Clusters (RAC); Oracle Automatic Storage Management (ASM), SQL, PL/SQL; Microsoft SQL Server; Windows; networking; virtual machines; batch/cmd scripting; PowerShell, SQL*Plus; Toad, GIT; physical database design; relational database theory; disaster recovery; back-up and recovery, relational database theory; Windows and Linux system administration; the Oracle optimizer and execution plans; troubleshooting and debugging, networking (TCP/IP), database security.

Abilities:

Ability to write complex programs and develop detailed program specifications; Ability to analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions; Ability to apply creative thinking in the design and development of methods of processing data with electronic computers; Ability to establish and maintain cooperative working relationships with those contacted in the course of the work; Ability to communicate effectively verbally and in writing, and prepare effective reports.


SPECIAL REQUIREMENTS

Valid California Driver's License and insurance as occasional travel may be required. 

While performing the duties of this job, the employee is regularly required to sit. The employee is occasionally required to stand and walk. Occasionally, the employee may be required to perform simple grasping and fine manipulation, use telephone, write or use a keyboard to communicate, crouch, crawl, reach and lift equipment up to 40 lbs. 

Level III: This job has no supervisory responsibilities. 

Level IV: This job may have supervisory responsibilities.
