Job Description

NAOVI is seeking a SME Information Management Analyst to assist the government with the following task:

Primary responsibilities:

  • Support government leads in ensuring customer is in compliance with the Federal Records Management Act and all related statutes, federal regulations, and customer and IC policies and procedures including but not limited to requirements set forth in the Code of Federal Regulations (CFR), United States Code (USC), and National Archives and Records Administration (NARA) mandates.
  • Helps train and equip the customer workforce to meet records compliance requirements including: developing and executing file plans and Records Control Schedules (RCSs), creating and maintaining all hard copy and digital records throughout their lifecycle, managing digital records, developing a strategy for converting hard copy records to digital, transferring permanent records to NARA as directed by the Government, documenting records requirements and processes to support further digitalization activities and updates to policy, and peer reviewing the work of other contract staff for quality.
  • Using clear and concise language, author, develop, comment on, or update interagency issuances on complex topics, professional reporting, and research assignments. Interpret NARA directives and recommend courses of action to ensure customer compliance with Federal mandates. Deliverables may include formal recommendations researched by the Contractor staff, and shall be presented to the Government as a peer-reviewed memo or other formal document.
  • Document and maintain Standard Operating Procedures (SOPs) for all Contractor-supported activities.
  • Respond to public and official requests for review and release of classified and/or sensitive customer information under the FOIA, PA, or E.O. 13526 Mandatory Declassification Review (MDR). Respond to complex cases, such as those including litigation and appeals, demonstrating extensive knowledge of the FOIA/PA/MDR, all of its exemptions and the overall administration of the FOIA/PA/MDR requirements. Support includes determining if a request is a new case, assessing what is needed, coordinating with appropriate organizations for subject matter expert (SME) review, analyzing the adequacy of the responses, consulting with other IC elements for equity reviews, preparing high-quality and error-free documents ready for Government action and artifacts as required by the case, and updating all appropriate trackers, scorecards, and calendars regarding cases
  • Develop and deliver training, or review and update current training content on FOIA and privacy processes and policy to customer staff that effectively communicates the responsibilities of customer staff, the required processes, and the required artifacts.
  • Proof read and peer review artifacts from other members of the contract staff. Ensure deliverables are timely, accurate, and error-free.
  • Document and maintain SOPs for all activities.
  • Engage with customer and IC Working groups, such as the IMC and Difficult Issues Forum, as directed by the Government.
  • Using clear and concise language, author, develop, comment on, or update interagency issuances on complex topics. Deliverables may include formal recommendations researched by the Contractor staff, and shall be presented to the Government as a peer-reviewed memo or other formal document.
  • Use analytic skills to assess the adequacy of the responses from searches, which shall be presented to the Government.
  • Track and update the status of cases in a timely and accurate manner using customer tools as identified by the Government.
  • Provide inputs to annual compliance reports as directed by the Government.
  • Prohibits access to information about an individual without that individual’s knowledge and consent.
  • Assist the Office of the General Counsel (OGC), the Office of the Inspector General of the IC (ICIG), the customer Office of Legislative Affairs (OLA), the Office of Strategic Communications (StratComm), the National Counterintelligence and Security Center (NCSC), customer Office of Security (OS), customer CLPT Office, Mission Integration (MI), Policy & Capabilities (P&C), Office of Equal Employment Opportunity (OEEO), and other relevant organizations, to ensure customer compliance with all aspects of FOIA/PA/MDR.
  • Draft or review documents for technical correction and edits in the development of Congressional testimony, budget presentations, issue papers and talking points related to FOIA/PA/MDR.
  • Assist Government Leads in assessing capability needs, opportunities, and gaps to help link resources to strategy. Deliverables may include formal recommendations researched by the Contractor staff, and shall be presented to the Government as a peer-reviewed memo or other formal document.
  • Identify interdependencies across IC strategic plans and efforts, and review and assess alignment of IC component strategic plans.
  • Assist Government leads in developing venues for creatively addressing complex IC issues that develop shared perspectives and lead to IC commitment to action.
  • In accordance with applicable law and at Government direction, ensure that the customer information which has been cleared for public release is available for public inspection and/or copying/downloading.
  • In accordance with applicable law and at Government direction, enable the enforcement of the right of any person to access records, subject to statutory exemptions, for any public or private purpose.
  • In accordance with applicable law and at Government direction, ensure individuals have the ability to amend records of personal identifiable information about themselves.
  • In accordance with applicable law and at Government direction, prohibit access to information about an individual without that individual’s knowledge and consent.
  • A minimum of eight (8) years’ experience working in the IC, with at least one (1) year supporting senior staff.
  • A minimum of five (5) years’ U.S. Government records management experience, of which a minimum of four (4) years’ experience is in U.S. Government classified records management.
  • A minimum of three (3) years’ experience in resolving U.S. Government FOIA/PA/MDR cases.
  • Demonstrated experience solving complex tasks involving information and records management in the digital age, including, but not limited to digitizing paper records, records management systems reviews and implementations, email management, and digital transfer of records.
  • Demonstrated outstanding customer service skills.
  • Demonstrated expertise in creating and executing training programs.
  • Demonstrated attention to detail such that deliverables are correct, complete, error-free, and ready for Government action.
  • Demonstrated excellent time management skills, and the ability to support surge efforts while maintaining high quality.
  • Demonstrated ability to supervise other Contractor staff and provide QA for their deliverables.
  • Demonstrated experience with developing, implementing, and maintaining RCSs at Government agencies.
  • Demonstrated experienced developing and executing records management related training.
  • Demonstrated experience working with NARA and ensuring Government record keeping systems are compliant with the Federal Records Act and meet federal requirements standards dictated by NARA.
  • Demonstrated expertise in information management practices, to include both hard copy and digital archiving, and record keeping, via file sharing systems including shared drive systems and Microsoft SharePoint.
  • Demonstrated expertise in implementing, using, and maintaining ERMS.
  • Demonstrated critical thinking skills sufficient to conceptualize, organize, and draw inferences from incomplete or inconclusive data, and present a compelling analysis of findings to management.  Ability to identify, articulate, document, and mitigate knowledge gaps, and provide alternative approaches to challenging issues.
  • Demonstrated ability to read information on a FOIA/PA/MDR case, determine the actions needed next, and follow through, ensuring that the necessary coordination is performed and artifacts created.
  • Demonstrated attention to detail such that deliverables are correct, complete, error-free, and ready for Government action.
  • Demonstrated experience in correctly applying redaction policy and process.
  • .Demonstrated expertise in creating and executing training programs
  • Demonstrated ability to supervise other Contractor staff and provide quality assurance (QA) for their deliverables.
  • Demonstrated expertise and practical experience resolving cases, litigation and appeals addressing FOIA/PA/MDR; the Open Government Act of 2007; E.O. 13526; and ICD 710 and associated CUSTOMER classification and FOIA/PA/MDR management policies. Expert knowledge of the governing principles, laws, policies, procedures, protocols, regulations and statutes of IM, and specific familiarity with IM directives, regulations, guidance, processes and practices of the customer and more broadly the IC.
  • Demonstrated knowledge of the exemptions under FOIA/PA/MDR laws and orders.
  • Demonstrated extensive experience working FOIA/PA/MDR requests, cases and appeals, and applying appropriate exemptions/redactions to protect sensitive and/or classified intelligence information.
  • Demonstrated critical thinking skills sufficient to conceptualize, organize, and draw inferences from incomplete or inconclusive data and present a compelling analysis of findings to management.  Ability to identify, articulate, document, and mitigate knowledge gaps, and provide alternative approaches to challenging issues.
  • Demonstrated understanding of the classification categories and proper handling of classified information designated as controlled access program, RD, FRD, and FGI.

Education and Experience:

  • Bachelor’s Degree in Computer Science, Information Technology, Intelligence, etc
  • 18 years’ experience with a BS degree and 10 years experience with a MS degree.
  • A minimum of eight (8) years’ experience working in the IC, with at least one (1) year supporting senior staff.
  • A minimum of five (5) years’ U.S. Government records management experience, of which a minimum of four (4) years’ experience is in U.S. Government classified records management.
  • A minimum of three (3) years’ experience in resolving U.S. Government FOIA/PA/MDR cases.
  • Security Clearance: MUST Currently Possess an ACTIVE TS/SCI w/CI polygraph for consideration. No clearance sponsorships.
