JOB DESCRIPTION

SUMMARY OF FUNCTIONS

A Resource Family Social Worker must provide social work/case management services to assist with the reunification/permanency planning goal of the treatment plan of children in foster placement, as well as to facilitate the best possible treatment for abused, neglected, and emotionally disturbed children and their families.

IN ADDITION, THE RESOURCE FAMILY SOCIAL WORKER SHALL:

1. Develop and consistently implement the Needs and Services Plans for children under his/her/their care in collaboration with resource parents, CSW’s, and Birth Parents or Legal Guardians (where possible).

2. Meet medical, dental, educational, religious, recreational, family, social, emotional and psychological needs of each child on caseload in conjunction with available community resource.

3. Maintain casework, medical, and home files on individual caseload; prepare all required reports thoroughly and in a timely manner for these files.

4. Submit required reports to state licensing and placing agency in a timely manner.

5. For each resource family home on his/her/their caseload, monitor adherence to licensing regulations. This includes driving to each home and physically surveying and supervising the care and treatment of each child in the home.

6. Obtain and provide resource parents with required admission information upon initial placement.

7. Develop and maintain network of medical and psychological resources for foster children in the area of placement.

8. Monitor current status of educational planning and academic functioning of each foster child on his/her/their caseload. Represent the foster child in the educational setting wherever necessary.

9. Participate in assessment team meeting in order to discuss individual case, develop treatment goals or plan for eventual family reunification (where appropriate).

10. Provide or develop resources for family therapy with the foster child and natural family, where appropriate.

11. Provide transportation for foster children whenever necessary.

12. Visit children under his/her/their caseload on a weekly basis.

13. Supervise resource family home to assure safety and compliance with State, County, and NALFFA regulations.

14. Supports resource parents via training, coaching, and being available 24 hours/7 days a week.

15. Assume responsibility for maintaining all licensing or agency requirements or certifications, contractual agreements and/or accreditations.

16. Actively promotes the best interest of the agency both internally and externally whenever possible.

17. Complete other assignments as required by Resource Family Supervisor or assigned supervisor.

ORGANIZATIONAL RELATIONSHIPS

He/she/they will report directly to the Resource Family Supervisor.

EXPECTATIONS

The Resource Family Social Worker must adhere and apply Nuevo Amanecer Latino’s policies and procedures, code of ethics, and also apply Federal, State, and County laws and regulations. He/she/they must participate as a team member of the continuous quality improvement process of Nuevo Amanecer Latino Children’s Services. Apply one’s own code of ethics.

QUALIFICATIONS

A Resource Family Social Worker shall be bilingual (English/Spanish), shall possess a Master’s Degree from an accredited or state approved graduate school as defined in Section 94310 of the Education Code, in social work or social welfare, marriage, family, and child counseling, child psychology and shall have adoption and/or foster care experience, possess case management skills, good communications, leadership and guidance necessary to assure a consistently high quality of work. In addition to the degree specification above, all of the following coursework and field practice or experience shall be required:

A) At least three semester units or 100 days of field practice or experience in public or private social service agency setting at the Master’s Degree level.

B) At least nine semester units of coursework related to children and families or 18 months experience in working with children and families.

C) At least three semester units in working with minority populations; six months of experience in working with minority populations; or six months in-service training in working with minority population within the first year of employment as a condition of employment.

D) At least three semester units in child welfare, or two years’ experience in a public or private child welfare services setting.

E) Three years of full-time social work or casework employment in the field of family or child welfare services; or

F) Two year of full-time social work or casework employment in a licensed foster family or adoption agency.

PHYSICAL DEMANDS

A Resource Family Social Worker must have the ability to communicate orally with board of directors, management, and other co-workers, both individually and in front of a group. He/she/they must have knowledge of regular usages of the telephone and e-mail for communication. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is occasionally required to stand and walk. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.

WORK ENVIRONMEMT

This job is performed both indoors in a traditional office setting and outdoors traveling to and from certified homes to DCFS facilities. Activities include extended periods of sitting and extensive work at a computer monitor and phone.

LANGUAGE SKILLS

Must be able to read, analyze, and interpret the most complex documents. He/she/they must be able to respond effectively to the most sensitive inquiries or complaints. A SW must have the ability to effectively present information and respond to questions asked by managers, clients, county workers, etc. He/she/they must also be able to write speeches and articles using original or innovative techniques or styles

REASONINIG SKILLS

The Resource Family Social Worker must be able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. He/she/they must be able to interpret a variety of instructions furnished in written, oral, diagram and/or schedule forms. He/she/they must also be able to define problems, collect and analyze data, establish facts, and draw valid conclusions.
