Job Description
The Bureau of Water Supply seeks to hire a Principal Administrative Associate III for a position within the Reservoir Operations Division, Source Water Operations Directorate located in Grahamsville, New York.
The Source Water Operations (SWO) Directorate primary mission is to operate and maintain all NYC water supply infrastructure, lands, NYC owned public highways and bridges upstream of Kensico Reservoir and Croton Lake Gatehouse, and BWS owned and operated water resource recovery facilities and collection systems, in order to ensure a continuous delivery of high quality drinking water to NYC and upstate communities and meet all State and Federal reservoir release and other regulatory requirements.
The Reservoir Operations Division manages the water supply operations to ensure the reliable delivery of high quality water to the City and outside communities through expert analysis and modeling and 24 hours 365 days monitoring and control, while remaining compliance with State and Federal regulations and agreements.
Under general direction, of the Deputy Chief of Reservoir Operations, the Principal Administrative Associate III will serve as a Hydrometeorologist and will provide high quality weather forecasting services and hydrologic conditions to Reservoir Operations in the operation of the water supply system. The Hydrometeorologist is the technical expert in the fields of meteorology and hydrology tasked with exploiting environmental conditions to the benefit of the system while identifying potential risks and hazards to resources and personnel. Leveraging multiple external and internal forecast products and services, the Hydrometeorologist shares the responsibility to monitor and manage the operation of the water supply reservoirs and related facilities to ensure the reliable delivery of a sufficient quantity of high quality drinking water to the City of New York while meeting all regulatory requirements. Specific tasks include:
- Coordinating and consulting with National Oceanic and Atmospheric Administration (NOAA) agencies including the National Weather Service Forecast Offices, River Forecast Centers, Climate Prediction Center, academia, and the private sector to identify, utilize and evaluate enhanced forecast products used for water supply management.
- Providing daily weather forecasts, severe weather updates and periodic hydrologic reports.
- Analyzing and interpreting meteorological data from global models, regional weather stations, satellites, and radars.
- Providing interpretations concerning atmosphere patterns and potential shifts.
- Participating and supporting various water supply projects and climate change research.
- Ensuring quality assurance and quality control (QA and QC) of data used in products and projects.
- Identifying and applying new and emerging scientific technologies, improvements, and techniques in the fields of meteorology and hydrology to the operational environment.
- Training personnel, developing emergency response procedures, and creating and revising Standard Operating Procedures (SOPs).

Preferred Skills:
- Knowledge and proficient use of Microsoft Office Suite including Word, Excel, Outlook and PowerPoint
- Knowledge and proficient use of Publisher and Adobe with experience in fill documents in Adobe reader
- Bachelor’s degree in meteorology, atmospheric science or degree related to these fields
- Strong interest in the atmospheric and terrestrial phases of the hydrological cycle, with emphasis on the interrelationship between them
- Strong interest in natural hazards, potential risks, and mitigation of impacts
- Ability to understand and interpret technical papers
- Water resources knowledge
- Ability to learn the processes, procedures, and formats required for DEP, Bureau of Water Supply and the Source Water Directorate

Hours and Shift:
35 Hours per week. May be required to work shifts including nights, Saturdays, Sundays, and holidays.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
