DoITT provides for the sustained, efficient and effective delivery of IT services, infrastructure and telecommunications to enhance service delivery to New York City's residents, businesses, employees and visitors. As the City's technology leader, DoITT is responsible for maintaining the foundational IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.
The successful candidate will serve as the Manager of Public Safety Network Operations, reporting to the Public Safety Division.

Responsibilities will include:
- Manage a team of Internetworking and Telecommunications specialists who are responsible for all aspects of network operations, planning, implementation, and maintenance for all Public Safety/911 environments;
- Manage NOC operations, technical staff assignments, oversight and prioritization of incident handling, problem management and change implementation;
- Direct and coordinate project tasks and assignments, service requests and overall infrastructure management;
- Manage vendors and service providers, as well as oversee their technical and operational responsibilities;
- Collaborate to introduce operational and technical improvements, performance, and service delivery enhancements;
- Coordinate and collaborate with various Operations, infrastructure, and agency representatives to ensure 911 stability and service uptime;
- Manage special projects and initiatives as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
Preferred Skills
The preferred candidate should possess the following: Extensive experience managing complex network environments and supervising specialized technical staff in a mission critical environment; highly knowledgeable in Internetworking, routing, switching, load balancing, optical networks, QOS, VLANs, NTP, SIP, VoIP, Session Border Controllers, LAN and WAN technologies, wireless, telecommunications, packet and MSRP analysis, and data center infrastructure; working experience or fundamental understanding of Public Safety / 911 services and technology; experience in planning, implementation and technical operations; demonstrated experience working with technical and non-technical staff; excellent knowledge of Microsoft Office programs; excellent knowledge of technical design documents, Visio and CAD; outstanding collaboration and team building skills; strong written and verbal communication skills; excellent analytic, organization, presentation and facilitation skills; ability to manage multiple tasks under tight deadlines; and ability to interface with executive level management and give senior level presentations; should be highly self-motivated with the ability to handle multiple, diverse tasks with emphasis on priority, quality and timeliness; self-directed with the ability to take ownership of complicated issues and complete a project from concept to full implementation; the ability to professionally communicate complex technical designs/situations; ITIL, Cisco certifications.
