What are the responsibilities and job description for the Procurement Attorney position at NYC Careers?
The Department of Buildings seeks an Agency Attorney Level 2 to function as a Procurement Attorney. The Procurement Attorney will work under general supervision of the Deputy Agency Chief Contracting Officer with latitude for independent and unreviewed action and decision.

- Conduct market research and analyses of the agency's needs to determine procurement requirements and specifications.
- Write solicitation documents and contract agreements for procurements subject to competitive contracting methods under the New York City Procurement Policy Board Rules.
- Draft and negotiate complex, important, or highly technical contracts.
- Ensure that relevant rules and laws are followed, including compliance with Local Law 63, Local Law 1, and other rules and laws that impact the procurement process.
- Manage the development of Invitations for Bids, Requests for Proposals, Negotiated Acquisitions, Intergovernmental, and other competitive procurements.
- Conduct cost/price analyses and negotiate with vendors to obtain the most advantageous contract terms and pricing for the agency.
- Conduct vendor outreach and pre-bid meetings to clarify potential offerings and agency requirements.
- Develop procedures for administration of contract and procurement activities, such as processing of bids and contracts, monitoring vendor performance, and effecting contract modifications.
- Liaise and collaborate with operational, administrative, and managerial staff, as necessary, in the development and overall coordination of competitive procurements.
- Assists in the monitoring of workflow, ensuring compliance with deadlines.
- Prepare for and/or argues complex contract disputes involving large amounts of money.
- Conducts difficult and involved contract negotiations on behalf of the agency.
- Participate in continuous process improvement programs; identify potential ways to increase efficiency and effectiveness of procurement functions, including potential cost reduction or cost

Minimum Qual Requirements
1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
