Position Overview: The Vice President will be an integral part of the Opportunity M/W/DBE team, developing strategy and leading the development and application of NYCEDC’s Minority and Women Business Enterprise Program (“M/WBE Program”). Opportunity M/W/DBE has an ambitious agenda and requires additional capacity to deliver on its vision of maximizing opportunities for M/WBE businesses in public procurement, with particular focus on the construction-related trades and services most involved in NYCEDC’s work. This is accomplished through the two main aspects of the program:
- Compliance & Data Analysis- ensuring access to opportunities and optimization of M/W/DBE participation on NYCEDC’s vast portfolio of projects. The Opportunity M/W/DBE team conducts compliance on over 700 construction and professional services contracts, while working together with departments to develop M/W/DBE engagement strategies in both programmatic goals and procurement opportunities. The Opportunity M/W/DBE team partners with City Agencies to deliver on its City goals to award $25 Billion to M/W/DBEs by 2025 and meet a 30% award rate.
- Capacity Building- Training and assisting M/W/DBE businesses to boost their ability to compete. The Opportunity M/W/DBE team analyzes market trends and business capacity to design programming that will support contractors in their growth and attainment of City contracts.
The Vice President will utilize data, evaluation analysis, and policy development to help plan programming and engagement strategy that help promote the advancement of MWBE firms. Additionally, this role will work together with the Senior Director of M/W/DBE on Special Projects and Initiatives to expand the M/W/DBE program at large and continue to implement updated strategies and policies for effective M/W/DBE engagement on all NYCEDC projects.
Essential Duties & Responsibilities:
- Oversees projects with M/W/DBE goals and develops metrics to communicate progress with Departmental Leadership
- Oversees M/W/DBE performance database that serves to analyze and measure overall impact and determine strategy of M/W/DBE capacity building programs and 700 active EDC projects
- Serves as a liaison between the MWBE leadership, internal and external stakeholders.
- Partakes in communication of strategy to EDC leadership
- Conducts policy research and analysis to prepare reports to EDC leadership, Mayor’s Office of M/WBE and government partners.
- Partakes in monthly meetings with Mayor’s Office of M/WBE to discuss M/WBE achievements
- Uses policy analysis to interpret city/state/federal policies and how they will impact EDC’s portfolio
- Develops legislative agenda and coordinates with NYC agencies to advocate on behalf of M/W/DBEs at City and State level
- Drives new internal policies that minimize barriers for M/W/DBEs on EDC projects
- Strategic planning within the organization as it pertains to M/W/DBEs
- Analyzes trends in EDC construction and industries to align strategy for the engagement of M/W/DBEs on construction projects
- Other duties as assigned
Qualifications:
- 7 Years directly related experience
- Bachelor’s degree or equivalent experience in Public or Business Administration, Public Affairs and Policy, Economics, the Social Sciences, or a related field
- Relevant experience with M/WBE, Affirmative Action and community economic development programming
- Intermediate MS Word, PowerPoint, and advanced Excel skills
- Commitment and passion for business recovery and equitable economic development
- Excellent verbal and written communication skills
- Ability to interact and communicate key concepts with people across the organization (across the ladder of leadership)
- Strong sense of urgency and responsibility in achieving goals
- Ability to manage deadlines in a timely and efficient manner
- Enterprising, resourceful, adaptable, and flexible with a results-oriented approach towards work
- Ability to work pro-actively and in a collaborative fashion with cross departmental and inter agency teams,
- Team player, ability to step up and flex to the needs of a team-based work environment
- Extremely detailed oriented with strong analytical and problem-solving skills; to think of alternatives and determine the optimum resolutions as needed
- Strong organization skills with the ability to prioritize competing needs and requests
- Ability to work independently and as part of a cross functional team
- New York City residency is required within 180 days of hire

Preferred Qualifications:
- Experience with the development and administration of programs to facilitate small businesses and minority and women’s access to business opportunities in the public or private sector
- Experience in public procurement
- Strong data and policy analysis skills
