Job Description:
The Network Communications Center (NCC) Technician for the Client Public Safety Communications System (MPSCS) provides network management, monitoring, and centralized control of a large statewide 700/800 MHZ land mobile radio (LMR) system and its associated backhaul network on a 24-hour basis. This position requires strong IT and radio system troubleshooting and analysis skills to effectively monitor and manage a statewide integrated voice and data communications network used by public safety-first responders. The statewide communications network is comprised of a 700/800 MHz Motorola ASTRO system and a backhaul network which includes Nokia microwave links, Nokia MPLS routers, and other networking technologies. This position engages in independent analysis activities involved with system performance, monitoring, and identification of current or potential problems. Upon detection of a fault or impending failure, the individual seeks to remotely diagnose and repair and regularly manages, coordinates, and assists the work of technicians in the field to maintain, troubleshoot, and restore network-wide services. This position requires good communication skills as the NCC is the 24/7 single point of customer contact for over 95,000 subscribers. and is responsible for managing all components of the statewide network on a 24/7 basis, while focusing on achieving the goals and mission of the agency.

Employees in this job participate in and oversee the installation, inspection, maintenance and repair of two-way radios, microwave systems, telephone systems, and other electronic communication, monitoring, and accessory equipment.
Radio Communications Technician 12
There are two distinct classification concepts at this level. In the first instance, the employee serves as the Network Communication Center Specialist (NCC) for the Michigan Public Safety Communication system (MPSCS). In the second instance, the employee serves as a staff specialist utilizing specialized technical knowledge in performing highly complex radio communication technician assignments involving authority for an assigned program. Staff specialist positions are one of a kind, have sole and full-time responsibility for an assigned program area, and are recognized by Civil Service.
Employees generally progress through this series to the experienced level based on satisfactory performance and possession of the required experience.
Installs, tests, repairs, and maintains base, mobile, and portable two-way radios and accessory equipment.
NOTE:
- Installs and maintains electronic surveillance and security systems.
- Installs, repairs and maintains microwave radio and multiplex equipment, both analog and digital, and point to point communications systems.
- Installs and maintains public address systems, radar equipment, earphone systems, intercom systems, electronic sirens, telephone systems, cellular phones, lighting stations, and other equipment and systems.
- May operate and maintain mobile electronic service shop truck or other service vehicle. Modifies existing equipment to meet present needs.
- Assists in the planning and designing of new installations, systems, and equipment. Checks frequencies and solves interference problems.
- Provides technical expertise in the consideration of equipment and system needs and concerns. Repairs and maintains test equipment.
- Periodically checks reliability of equipment.
- Attends training and reads publications to remain current in electronic technology. Provides assistance to co-workers in specific situations.
- Maintains logs and prepares reports. Maintains inventory of equipment and parts. Performs related work as assigned.
Education
- Possession of an associate degree in electronic technology.

- Four years of experience equivalent to a Radio/Communications Technician, including two years equivalent to a Radio/Communications Technician E10 or one year equivalent to a Radio/Communications Technician 11.
