Overview:
We are seeking a Procurement Manager to lead our National Security group within the Contracts Division. The purpose of this position is to lead the acquisition activities for all procurement activities (except COTS and low-complexity goods and services) for the National Security directorate in support of the Oak Ridge National Laboratory (ORNL). The Procurement Manager will lead their team to perform all required acquisition tasks in accordance with ORNL's Procurement Operating Procedures. They will manage assigned staff of procurement professionals and serve as the day-to-day customer interface for the Laboratory customers for all purchases that are handled by their group. Additionally the manager will help develop metrics for the department and seek to optimize use of catalog suppliers where possible, growing our strategic supplier base for repeatable purchases. The manager may also oversee buyers from another division as assigned, dependent upon business volume. A security clearance or the ability to get a security clearance is a requirement.
Major Duties/Responsibilities:
- Meets the acquisition needs of customers by competently performing or leading all steps of the acquisition process, from acquisition planning through close-out.
- Supervises the National Security procurement team which consists of exempt Procurement Officers.
- Will partner with National Security Leadership and Contracts Division Director and other stakeholders to refine strategy
- Will take on special projects as assigned by Division Director to support lab-wide strategic initiatives
- Plans, leads, organizes, assigns, supervises, directs and evaluates work performed by staff, ensuring all work is completed timely, accurately, compliantly, and ethically.
- Will meet regularly with internal customer leaders to discuss pipeline and to look at strategies to avoid crisis-buying.
- Provides guidance and support to customers and staff in procurement strategy and knowledge of procurement policies, regulations, and best practices.
- Manages, facilitates, and executes the development and implementation of complicated procurement transactions and projects.
- Negotiates/re-negotiates subcontract terms and conditions and stays aware of subcontract performance for early identification of issues or performance problems. Possesses the authority to commit ORNL for amounts up to delegated authority conveyed by the Contracts Division Director.
- Develops and makes presentations as needed or requested to customers, to DOE, and to the business community. Represents ORNL at outside trade functions and conventions
- Ensures adherence to all ORNL quality, legal and financial requirements.
- Researches or assists customer in identifying sources to meet needs. Develops and presents recommendations based on the results.
- Establishes and maintains high-level supplier relationships; some travel to supplier facilities may be required.
- Participates in contract/purchase order pre-award and post-award activities; monitors contract performance; resolves contract issues and concerns; and assists in negotiating contract renewals, amendments, and plan changes.
- As necessary, reviews specifications for requests for bids; plans, develops, and coordinates procurement documents and bid evaluation instruments; and maintains contracting records.
- Interprets contract administration policies, procedures, rules, and regulations and provides technical assistance to staff, legal, other agencies, organizations, and the community regarding contract administration, policies, and procedures.

Basic Qualifications:
- A BS degree in business, supply chain or logistics, public administration, finance, accounting or related field, with a minimum of ten years of experience in a procurement environment (commercial, services, construction, etc.) with 5-7 years of management/team lead experience, is needed.
- Proven ability to effectively communicate with a diverse range of staff, vendors, and customers; foster trust and cooperation; and possess the ability to supervise and motivate staff effectively.
- Demonstrated experience in providing customer-focused service delivery programs and demonstrated ability to meet customer/client expectations with an emphasis on quality, quantity, and timeliness of work.
- Proven ability to work methodically and accurately in times of high workload and tight timeframes.
- Ability to use initiative to develop and recommend alternative solutions and strategies, within the team and with outside stakeholders.
- Excellent written and verbal communication skills, and the ability to exercise appropriate levels of diplomacy where required.
- Strong leadership, business management, and interpersonal skills.
- Ability to work as a multi-functional team member and to contribute to a spirit of team cooperation.
- Ability to exercise integrity and discretion in all matters to protect confidential information as dictated by policy or assignment; and to exercise sound, independent judgment and initiative.
- Organizational skills to handle a variety of assignments with constant interruptions and to work effectively and meet deadlines in a dynamic environment subject to changing priorities are required.
- Excellent computer skills.
Preferred Qualifications:
- A MS degree in business, planning, marketing or related field is preferred. Familiarity with ORNL's strategic plan and procurement operations are highly desirable.
- Extensive knowledge of Federal Prime Contracts and Procurement Operating Practices, FAR and DEAR regulations, and best commercial practices are preferred.
- Experience in leading continuous improvement efforts and having a questioning attitude with a positive track record/approach to problem-solving is of higher value than an advanced degree.
