Oasis Systems has an exciting opportunity for a Configuration Manager located at Wright-Patterson Air Force Base in Dayton, Ohio. Within the AFLCMC/HI Business and Enterprise Systems Directorate (BES), the Depot Maintenance Systems Integration (DMSI) is a suite of integrated applications that manage materiel standards, production/issue history, Bill of Materiel (BOM) standard data, labor standards for maintenance planning and production costing, facilities planning, tracking, schedule execution and performance measurement activities for programmed/un-programmed depot maintenance workload, tracks end items/subassemblies through the maintenance overhaul line and provides a repository for storing production number master records.
- AFMC Labor Standards Data System (ALSDS) – Maintains depot labor standards and information
- Depot Maintenance Materiel Support System (DMMSS) – BOM and Materiel costing management
- Depot Maintenance Consolidated Operational Database (DMCODB) – Integrated database used by all DMSI applications; Manages all DMSI interfaces
- Exchangeable Production System (EPS) – Manages material ordering in support of depot repair
- Inventory Tracking System (ITS) – Tracks commodities and subassemblies throughout depot repair
- Job Order Production Master System (JOPMS) – Manages/determines repair costs, end item sales prices and billing data
- Programmed Depot Maintenance Scheduling System (PDMSS) – Used to develop and maintain aircraft/end item schedules throughout the entire depot repair process
- Spectrum Systems Development Architecture (SSDA) – Common services framework for use by all DMSI applications

REQUIRED QUALIFICATIONS(Education, Certifications, Experience, Skills)
The successful candidate possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the technical/professional discipline. Will demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise. (Program Office, Enterprise and Staff Level Support interface)
IT Configuration Management experience within the Department of Defense environment
- Experience performing HW and SW configuration audits
- Experience performing the technical administrative activities necessary to manage CM tools for inventory control, version control, data duplication, media labeling.
- Experience producing release notes and CM reports
- An in-depth understanding of the configuration change control process, the role of the Change Control Board, and change control documentation
- Experience performing baseline administrative activities for multiple environments
- Experience developing briefings for management
- Understanding of all phases of the software development life cycle
- Ability to enter and manipulate data in a database
- Familiarity with ISMT – Highly Desirable
- Familiarity with Atlassian Tools Jira and Confluence – Highly Desirable
- Familiarity with DoDI 5000.75 and/or 5000.02 for Acquisition
- Familiarity with DoD and DISA Infrastructure Requirements
- Certified SCRUM Master – Highly Desirable
- Working knowledge of the Agile Development Methodology – Highly Desirable
- Current or ability to obtain Secret clearance
- Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Outlook, etc.), expert attention-to-detail & highly organized
- Strong verbal and written communication skills required
SECURITY CLEARANCE: T3/Secret
EDUCATION: Advanced Degree (MA/MS) in Computer Science, Information Technology or other Engineering Discipline and 12 years of experience, 5 of which must be in the DoD, or
BA/BS Degree in Computer Science, Information Technology or other Engineering Discipline and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD, or,
20 years of directly related experience with proper certifications, 8 of which must be in the DoD.

RESPONSIBILITIES:
The successful candidate will provide Configuration Management, Quality Assurance, Program/Project, Requirements Analysis, Risk Management, and Software Engineering support services in accordance with the program's Configuration Management Plan, AF SEAM Configuration Management processes, program development/sustainment contracts, and PMO practices. Support activities will range across the CM, QA, PP, RA, RM, and SE activities outlined in the task order PWS. Activities will vary depending upon the current activities of the program/system, scope of the current development/sustainment cycle, and other corporate and program initiatives. Contractor personnel must have progressive experience in managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits to enable government ownership of the program
technical baseline. Must have skills and experience necessary to perform the following tasks:
- Provide CM of all relevant program artifacts
- Archive acquisition documentation
- Review and analyze the Development/Sustainment Contractor's CM program and data deliveries for accuracy, completeness, and compliance
- Maintain CM files including configuration identification, change control, and status accounting records
- Implement CM plans
- Record Configuration Control Board (CCB) approved changes
- Participate in cross-functional change control boards to evaluate proposed changes
- Review and analyze proposed changes to ensure operational and sustainment capabilities are not adversely affected by the changes
- Review the CCB membership list for currency and completeness
- Support Engineering Assessments
- Prepare for, conduct, and/or support major audits such as Physical Configuration Audits (PCAs) and Functional Configuration Audits (FCAs)
- Record and maintain assessment and audit findings, minutes, and action items
- Report the Development/Sustainment Contractor's data delivery status
- Support pre- and post-contract award data reviews
- Review and analyze of the Development/Sustainment Contractor's conformance to CORL requirements
- Process Government and Development/Sustainment Contractor correspondence
- Support the establishment of work flows
- Track data item deliverables and responses
- Support development/sustainment of paper and automated archival systems of all covered documentation.
- Work closely with program management, systems engineers, quality managers, draftsmen and design/manufacturing engineers in an integrated product team environment
- Develop and administer configuration management plans
- Maintain design traceability and integrity
- Convene and manage change boards
- Assist the Government with configuration control for ERP and IT systems. This shall include configuration planning, data analysis, maintenance of configuration documentation and data, and maintaining inventory/configuration status
- Managing configurations of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits. The contractor must have skills and experience necessary to work closely with program management, systems engineers, quality managers, and design engineers in an integrated product team environment.
- Supports the review boards via meeting attendance and capturing meeting minutes including the Configuration Control Board
- Track Change Requests (CRs) and Discrepancy Reports (DRs) / Problem Reports (PRs)
- Ensures integrity of the baseline including major releases, minor releases, patches, and software maintenance
- Provides QA checks on system baselines
- Supports Licensing tasks and packaging and delivering of software to users
- Maintains the CM library and software repository.
- Managing and controlling product baselines
- Recommending and documenting comprehensive configuration management plans for software, hardware, firmware, and peripherals for IT systems
- Analyzing data and preparing plans and briefings in support of software-driven systems
- Performing studies and monitoring effectiveness of configuration management plans to identify potential and existing problems and make recommendations for resolution
- Auditing and reviewing IT system configurations
- Controlling the configuration of IT systems
