Responsibilities

This position provides support to the Headquarters, Pacific Air Forces (HQ PACAF) by planning, executing, and conducting recovery operations for exercises and events conducted with allied countries throughout the Indo-Pacific region. Primary work location is in Hawaii and at CONUS and OCONUS training locations. Contingent upon award of contract.

 

Roles and Responsibilities

  • Possess a functional understanding of the Joint Operation Planning Process (JOPP) and assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters.
  • Provide detailed analysis to integrate those current assets that reside within theater and recommend additional forces as required for OPLAN development.

  • Develop detailed concepts commensurate with presentation at the MAJCOM and COCOM levels. Additionally, they relate those concepts into detailed executable plans and create TPFDD to support mobilization of assets.
  • Lead various workgroups pursuant to OPLAN development and be expected to lead peers and military superiors in analysis and military decision making.
  • Travel may be required to various OCONUS/CONUS locations to support emerging mission requirements.
  • Quantify life support requirements and translate these into estimates for submission to engineering planners.
  • Support numerous simultaneous NH requirements and ensure that personnel are available to provide adequate representation to the command during times of high OPTEMPO.
  • Plan/coordinate logistics support for OPLANS and exercises affecting the current and long-range operations.
  • Prepares logistics estimates and other products to provide required logistics supply, service, and other life support for OPLAN development.
  • Attend, participate, and support the planning and execution of conferences and exercises in support of JCS and USINDOPACOM Operational planning.
  • Possesses a functional understanding of the JOPES and monitor OPLAN/exercise data requirements necessary to formulate and submit TPFDD information, meeting applicable deadlines.
  • Provide advice, recommendations, and briefings to staff principals, agency chiefs, and external organizations on OPLAN and exercise design activities.
  • Assist PACAF to determine the best possible logistics solutions to support OPLANS to minimize costs and meet required timelines.

Qualifications

Required Qualifications, Experience, and Certifications

  • TOP SECRET/Special Compartment Indoctrination clearance.
  • SAP/STO and ACCM eligible.
  • Favorable clearance adjudication meeting SCI/SAP eligibility standard without condition, deviation, or waiver within the past 12 months or had a satisfactory review based on the current Standard Form (SF) 86, “Questionnaire for National Security Positions” submitted for most recent personal security investigation. If the SF-86 was submitted for SAP eligibility determination more than 12 months ago, it can either be updated using the original form or a current SF 86C, “Standard Form 86 Certification”.
  • Subject to a random CI-scope polygraph examination.
  • Complete a DoD-approved SAP program indoctrination and non-disclosure
  • Have at least 10 years’ rated experience in fighter/bomber aircraft is highly desired (i.e., F-15C/E, F-16, A-10, F-18, E/A-18, F-22, F-35, B-52, B-1, B-2, etc…), or ISR aircraft (i.e. U-2, RQ-1, RQ-4, MQ-9, RQ-170), or Air Battle Management (I.e. E-2, E-3, E-8, AOC, JTAC, CCT, etc).
  • Familiar with Nellis AFB operations, USAF Warfare Center organizations, and Nevada Test & Training Range (NTTR) infrastructure.
  • Have recent (within last 5 years) experience with tactical aircraft operations and exercise and experiment coordination and execution.
  • Combined Air Operations Center (CAOC) or operation contingency planning experience.
  • Strong background in Special Access Programs.
  • STO Planning experience.
  • USAF Weapons Instructor Course or Navy Top Gun graduate.
  • Familiar with military experimentation experience.
  • Operational knowledge of the Joint Operational Planning and Execution System.
  • Successfully completed the IJSTO Planning and Decision Aide System users’ course.
  • Provide briefings to Senior Officers in person, via VTC and/or in writing on ongoing theater operations, planning issues, and exercises.
  • Conduct liaison with national-level agencies, DoD, Services, Combatant Commands, and intelligence agencies.
  • Provide system specific training to assigned PACAF STO cleared personnel.
  • Routinely evaluate SAP capabilities for OPLAN integration, providing briefings to senior officials within the command and external agencies on technical and operational aspects of special access programs and capabilities.
  • Serve as focal point for STO activities and documentation regarding mission changes, technology, and other impacts on special access programs and plans.
  • Monitor, review, and evaluate staff inputs, and coordinate outside the organization for the purpose of planning and organizing efforts, resolving problems which transcend various management disciplines, exchanging experiences, advising on professional matters, and organizational effectiveness.
  • Working knowledge of logistics planning with a minimum of 3 years of operational experience.
  • Minimum of 3 years of experience in a MAJCOM or higher-level command staff.
  • Experience with exercise-planning systems such as JOPES, DCAPES, JTIMS, ARMS, CAFSIPT, and/or C2IE.
  • Strong communication and multitasking skills.
  • Excellent organizational abilities and a self-starting personality.
  • Able to work and lead in a team environment with demonstrated leadership and customerinterface skills.
  • Working knowledge of current Microsoft Office applications.
  • Good analytical skills and be able to operate in a demanding environment whileexecuting multiple tasks simultaneously.
