What are the responsibilities and job description for the Property Manager position at Ocean Inc.?
The Property Manager is responsible for the management of rent including subsidizing funding, tenants, and landlord-tenant laws, business operations, property records, accounting (data entry), taxes and submitting requests for property repairs. Fair Housing and Anti-discrimination laws are fully enforced.
Essential Duties & Responsiblities
· Possesses knowledge of and performs in accordance with all aspects of the agency policies and procedures including grant and subsidiary funding guidelines.
· Adhere to the Standards of Conduct and agency Confidentiality policies.
· Answers and responds to agency calls and emails regularly while maintaining regular clerical tasks such as creating and maintaining filing and electronic submissions for all aspects of the position. It includes active and inactive lease information.
· Routinely uses Microsoft Office 365, email, fax, copier and office equipment
· Active listening and regular communication while being proactive, resourceful and levelheaded daily with tenants, vendors, and staff.
· Market and fill vacancies of available agency property within 60 days via approved methods.
· Review rents to ensure they remain in line with rental markets.
· Meet with potential tenants, showing property, explain terms of occupancy including and not limited to background check, rental insurance, and more. Provide information about the local area and assess their applications in accordance with anti-discrimination laws.
· Ensure that all fair housing practices are followed.
· Determine and certify the eligibility of prospective tenants, following government regulations when enrolling, renewing and enforcing rental terms.
· Confer regularly with community association members to ensure their needs are being met through social service referrals, case management, and items as required.
· Work jointly with carriers and tenants for subsidize rents.
· Investigate complaints, disturbances and violations, and resolve problems, following management rules and regulations.
· Ensure collection of rents and actively pursue arrears / amounts outstanding.
· Regularly enter and maintain electronic data on Real Page software.
· Ensure electronic copies of all leases are uploaded to Microsoft Office 365 shared file with Fiscal.
· Submit work orders to Maintenance Supervisor for property repairs and follow up until completion.
· Follow up and maintain contracts on trash removal, as well as, manage disputes with these service providers where appropriate.
· Maintain contact with insurance carriers, fire and police departments and other agencies to ensure protection and compliance with codes and regulations, including agency liability insurance.
· Investigate and resolve property complaints and rental violations
· Provide guidance and direction to tenants when enforcing tenant and landlord-tenant laws.
· Ensure move in and move out inspections are completed and noted in each file for the property.
· Ensure Certificate of Occupancy is obtained prior to a tenant moving into a property. Certificate must also be maintained for each property.
· All documentation must be “audit” ready and respond to any discrepancies.
· Attend regular staff meetings, assigned training sessions and workshops.
· Ensure annual inspections of all properties.
· Report bi-weekly to CEO and CFO properties’ financial status, occupancy, expiring leases of properties, investigations, complaints, violations and more.
· Must lift regularly 10 pounds and hold up to 45 pounds.
Other duties as assigned by the President / CEO that are deemed necessary for the program operation.
