This position is located in the District of Columbia, Office of the State Superintendent of Education (OSSE), Division of Postsecondary and Career Education. Reporting to the Deputy Assistant Superintendent of the Division and to the Higher Education Licensure Commission (HELC), the incumbent oversees all phases of processing applications for licensure and requests for transcripts that come under the purview of the HELC. The position requires the ability to effectively collaborate with higher education administrators, District of Columbia government agencies, OSSE leadership and staff, Mayoral-appointed HELC Commissioners, U.S. Department of Education, District residents and other key stakeholders.
Duties and Responsibilities
The incumbent oversees all phases of processing applications for licensure and requests for transcripts that come under the purview of the Higher Education Licensure Commission. This includes, but is not limited to: Supervising Higher Education Licensure staff and managing all aspects of the licensing process for new applicants and for institutions requesting license renewals. Advising and supporting the HELC Commissioners on licensure determinations and on establishing clear standards for licensure. Assisting with all aspects of inspections, investigations, and site visits related to the licensing and oversight of institutions under the purview of the HELC. Assisting OSSE’s General Counsel and the Office of the Attorney General in preparing case files for enforcement and/or prosecution. Developing and managing required monitoring and reporting procedures and providing or brokering technical assistance where appropriate. Overseeing the HELC’s participation in the National Council for State Authorization Reciprocity Agreement (NC-SARA) or any other relevant multi-state reciprocity agreements.
Managing the implementation and required reporting associated with the HELC’s contract or other cooperative agreement with the U.S. Department of Veteran’s Affairs. Developing and implementing divisional operating policies and procedures. Initiating and monitoring appropriate divisional personnel actions, training, and professional development. Developing and monitoring the HELC’s budget and related reports and testimony. Responding to requests for licensing information and providing both specialized and general public information. Coordinates responses to requests for information under the Freedom of Information Act and screening information to assure that privileged information is not released, fact-finding research, including contacting appropriate officials from educational institutions, accrediting associations, other state agencies , and representatives of national, government, and regional educational policy research organizations. Preparing benchmarking reports including information about best practices in other jurisdictions for the regulation and oversight of institutions offering postsecondary education and training. Performing research concerning compliance with standards required for licensure.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Salary: $114,441 - $160,216, based on available finding
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
