Duties Summary
The Office of Enterprise Technology Services (ETS) is established within the Department of Accounting and General Services (DAGS) to integrate all of the State’s Executive Branch Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, systems and technology, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.
This position will serve enterprise Hawaii Modernization Program initiatives. The position is responsible for developing integration between enterprise systems and between enterprise systems and secondary systems, and develop data reporting, data analytics, and data visualization tools for enterprise systems. This position will implement control structures within a given environment to ensure the accuracy and quality of data through all upstream and downstream data channels, provide leadership regarding projects that involve any upstream or downstream data flows and processes, ensure controls are in place over applications to ensure data integrity by performing data integrity gap analysis, coordinate the resolution of data integrity gaps by working with the business owners and developers, and work with business partners to gather and understand functional requirements, develop complex queries and provide reports.
The role of this position will span the course of multi-year and multi-faceted modernization projects under the Hawaii Modernization (HIMOD) Initiative and will also further establish the required knowledge base to ensure operations and maintenance of enterprise systems are efficiently managed to effectively service the State enterprise. This position is critical in supporting integration efforts between enterprise systems to leverage existing data and workflows to their full potential.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Knowledge: Strong understanding of databases and data structures, including data mapping, data analytics, and data visualization. Strong analytical and time management skills, ability to analyze, classify and document business requirements and functional design specifications; and work effectively with a variety of State stakeholders to ensure that system updates, changes and modifications are clearly communicated to users.
Skills/Abilities: Ability to manage competing priorities and to drive results through a multi-disciplinary team with matrixed reporting relationships (i.e., departments/agencies/jurisdictions and their specific functional subject matter experts). Strong professional presence with the ability to communicate effectively with diverse audiences. Good people management and project management skills. Ability to work well with peers and build productive working relationships and present project status, outcomes and benefits to all levels of the enterprise. Intermediate facilitation skills with the ability to drive issues to closure. Ability to write various documents such as functional requirements. Excellent writing skills and technical aptitude. Ability to compare technologies and make recommendations to senior members of the team. Understanding of quality assurance methodology and test protocols in enterprise-level projects. Advanced experience with spreadsheets
Desirable Qualifications: Bachelor’s degree in accounting, financial management, human resources or benefits administration, management information systems, computer sciences, business applications, or related field. Two (2) or more years of data quality similar level data analysis experience. More than one (1) year of SQL and VBA experience. Business Analysis (ECBA, CCBA, CBAP) certification. Basic level proficiency in Structured Query Language (SQL). Intermediate experience with data analytics tools such as Tableau, RapidMinder, Power BI, etc.
