Under the direction of the Chief Administrative Officer, this position manages the Office of Inspector General’s (OIG) budgetary, accounting, billing, and collection and purchasing activities, and performs related duties as required.

DUTIES:

· Directs the development and preparation of OIG’s annual budget for department operating expenses.

· Monitors the work of professional and paraprofessional staff engaged in analyzing and managing fund accounts.

· Approves and monitors the timely processing of invoices for payment and requests for reimbursement.

· Reviews financial reports, budgets, contracts, and balance sheets to ensure compliance with accounting practices and government regulations.

· Handles confidential and sensitive operational and personnel-related information.

· Designs and implements computerized accounting systems and internal controls to improve operating efficiency.

· Provides technical assistance to staff and interprets financial policies and procedures to managers, vendors, and delegate agencies.

· Compiles statistical data for the preparation of comprehensive financial and productivity reports; and

· Maintains control over emergency, confidential, and/or supplemental accounts; administers OIG’s petty cash fund.

MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 credit hours in Accounting, plus five years of professional accounting experience of which two years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience.

General knowledge of:

· Generally accepted accounting principles, methods, practices, and procedures

· Financial analysis and management principles, methods, practices, and procedures

· Budget preparation and management methods, practices, and procedures

· Generally accepted fiscal policy principles, methods, practices, and procedures

· Generally accepted auditing principles, methods, practices, and procedures

· Applicable computer software packages (e.g., accounting software, data management software) and applications (e.g., Oracle)

ANNUAL SALARY: Range: $80,628 – $132,708 (annual increases)

Starting $80,628 (non-negotiable); Post successful six-month review $82,644

RESIDENCY REQUIREMENT: Employees must be a resident of the City of Chicago and proof of residency is required at the commencement of employment.
