Are you interested in helping to operationalize the recently enacted Postal Service Health Benefits Program (PSHBP), which will provide quality, affordable health insurance options to approximately 1.7 million postal service employees, annuitants and their family members? Join the team charged with leading contracting, health plan implementation, program analysis, developing processes and procedures, benefit negotiations and disputed claims resolution for the PSHBP.

Qualifications:

For the GS-12 Grade Level: You must have one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent (obtained either in private or public sector) which demonstrates ALL of the following activities:
  • gathering and analyzing information and presenting fully supported findings, conclusions, and recommendations in a well-structured format to inform management of problems and solutions and to contribute to sound decision-making.
  • assessing program goals, objectives, and accomplishments using a variety of analytical and evaluative methods.
  • Working knowledge of project management principles and the project planning process.
  • analyzing and projecting long and short-range changes in workloads, budget and staffing levels, support system requirements, training needs and similar factors affecting future organization operations and management.
For the GS-13 Grade Level: You must have one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent (obtained either in private or public sector) which demonstrates experience in gathering and analyzing information and presenting fully supported findings, conclusions, and recommendations in a well-structured format to inform management of problems and solutions and to contribute to sound decision-making. This experience must include ALL of the following activities:
  • conducting quality assurance reviews in an assigned major area of functional activity, e.g., financial records and accountability; policy and program management; transaction processing; or data systems;
  • advising managers on the development of plans for new or revised programs, operations and functions in light of budgetary guidelines and constraints, priorities and objectives;
  • developing internal administrative and management policies, procedures and guidelines in the areas of human resources, operational support and planning services;
  • creating analyses and projections of long and short-range changes in workloads, budget and staffing levels, support system requirements, training needs and similar factors affecting future organizational operations; and
  • serving on task forces or work groups to examine special issues or problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

THIS IS A PUBLIC NOTICE: This Notice is issued under Direct-Hire Authority (DHA) to recruit new talent to these occupations for which there is a severe shortage of candidates. This means that we can hire any qualified candidate, either from this notice or from any source.

These positions will be dedicated to implementing and ongoing operations for the Postal Service Health Benefits Program and will receive on-the-job training from supporting the Federal Employee Health Benefits (FEHB) Program, through our Federal Employee Insurance Operations Division.

Work Schedule: These positions allow for multiple work schedules (Full-time or Part-time). Work schedule will be determined at the time of selection.

Positions that may be filled are:

Position 24-0343-JRT-SPLASH: Program Analyst: As a Program Analyst, you will be part of Healthcare and Insurance (HI), Postal Service Insurance Operations (PSIO). If selected, you will be responsible for coordinating program planning processes and working with managers in developing program and operational plans, schedules, goals and objectives. You will also provide expertise and advice to managers on the development of plans for new or revised programs, operations and functions in light of budgetary guidelines and constraints, priorities and objectives. Duties performed include:
  • Conducting quality assurance reviews in an assigned major area of functional activity, e.g., financial records and accountability; policy and program management; transaction processing; or data systems.
  • Planning and designing quality assurance reviews and management studies covering selected operational areas and functions for which HI is responsible.
  • Coordinating and conducting various internal control activities, including vulnerability assessments to determine the adequacy of safeguards against waste, fraud, or abuse.
  • Utilizing statistical sampling procedures to obtain scientifically valid estimates, working with other staff to institute modifications needed to maintain currency of appraisal methods and revising study plans or coverage to reflect program changes.
  • Analyzing budget estimates prepared by managers or staff budget analysts for adequacy and conformance with guidelines, limitations, and agency policies.
  • Developing and conducting studies, operational tests, pilot programs and similar efforts directed to improving the efficiency of operations and the quality and timeliness of service.
  • Establishing and administering forms design principles for HI; ensuring that all forms are compliant with current regulations.
