BRIEF DESCRIPTION OF DUTIES: The position is located in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP), Capital Improvement Programs (CIP) Division. The Capital Budget Advisor is responsible for providing guidance on the Capital Budget formulation and execution for the most complex agency budgets within the OCFO, OBP and the District's Capital Improvements Program (CIP).  Duties include, but are not limited to: developing long-range goals and objectives, analyzing procedures essential for implementing construction activity, coordinating activities related to the development of the capital plan, leading assigned agencies on complicated capital budget issues; formulating spending forecasts for multi-year programs covering facilities and equipment required for the government; serving as the primary OBP Capital Budget agency advisor providing advice and recommendation for the use of a complex array of funding sources; exercising technical authority and participating in decisions concerning the spending of agency funds and providing expert advice and recommendations concerning the impacts and benefits of proposed actions; overseeing, coordinating, and leading teams with performing Data Integrity Reviews, checking and examining the capital budget agency submission for errors and/or missing or erroneous information to improve the overall quality of the capital budget product. Performing other related duties as assigned.
Six (6) years of progressive experience performing the related duties and responsibilities such as developing and coordinating budget execution for a complex organization; serving as an advisor on budget and capital financing process.
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

Employment with the OCFO is at will.  However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS: 
 
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
