This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Specialized Experience:

For the GS-13:

Specialized experience is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes resolving or advising on regulations and agency policies that are often scarce, inapplicable or have gaps in specificity related to Disability, Hardship, and/or Reasonable Accommodation. Examples of this experience could include:
  • Preparing and conducting training, making presentations to high level officials on a variety of Reasonable Accommodation issues; OR
  • Reviewing or creating disability, hardship, and/or Reasonable Accommodation policies and/or procedures; OR
  • Developing and coordinating special assignments affecting an organization's Reasonable Accommodation program; OR
  • Conducting/administering Disability, Hardship, and Reasonable Accommodation decisions in response to HR inquires.
For the GS-12:
Specialized experience is one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes applying regulations, agency policies, and/or negotiated labor agreements to resolve a variety of HR issues related to Disability, Hardship, and/or Reasonable Accommodation. Examples of such experience could include:
  • Making recommendations for edits/updates to disability, hardship, and/or Reasonable Accommodation policies and/or procedures; OR
  • Participating in special assignments affecting an organization's Reasonable Accommodation program; OR
  • Conducting/administering Disability, Hardship, and Reasonable Accommodation decisions in response to HR inquires.; OR
  • Providing operational services or technical advice on issues to agency programs related to Disability, Hardship, and/or Reasonable Accommodation.
For the GS-11:
Specialized experience is one year of experience at the GS-9 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes applying regulations, agency policies, and/or negotiated labor agreements to make recommendations towards the resolution of HR issues related to Disability, Hardship, and/or Reasonable Accommodation. Examples of such experience could include:
  • Take part in a team making recommendations for possible edits to disability, hardship, and/or Reasonable Accommodation policies and/or procedures; OR
  • Assisting with the administration of Disability, Hardship, and Reasonable Accommodation decisions in response to HR inquires.; OR
  • Assist in the provision of operational services to internal customers related to Disability, Hardship, and/or Reasonable Accommodation.
OR Education: You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education, directly related to the position, leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities:

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Human Resources Specialist (Reasonable Accommodations), you will:
  • Serve as a seasoned point of contact and provides authoritative advice on disability, hardship and reasonable accommodation services under the cognizance of the branch.
  • Play a role in ensuring that disability, hardship, and reasonable accommodation programs satisfy agency and OCHCO objectives and comply with governing laws, regulations, and policies.
  • Analyze employment practices to determine barriers to employment and reasonable accommodation of affected individuals.
  • Plan and coordinate training programs/seminars to provide increased awareness of hardship and reasonable accommodation issues, and management's role and responsibilities in these areas.
  • Develop, implement, and assess Departmental Hardship program. Review policy for revisions, additions, and updates. Write procedures, reports, memoranda, and make oral presentations, as required.
