SUMMARY
This position is located in the District of Columbia, Office of the Chief Technology Officer (OCTO). This position functions as Supervisory Information Technology Specialist, responsible for providing supervision and leadership for the design, development and implementation of complex solutions that will reduce agency operational cost, as well as increase customer satisfactions in the OCTO Information Technology (IT) OCTOhelps Program. The incumbent is expected to coordinate technology efforts, troubleshoot complex issues, and lead teams of engineers to deliver on agency initiatives. The incumbent is delegated authority to manage program operations, provide a full range of supervision to staff and ensure that program goals are met.
DUTIES AND RESPONSIBILITIES
Plans, organizes, analyzes, evaluates, and controls projects. Develops plans and schedules, estimates resources requirements; defines milestones and deliverables; monitors activities; and evaluates and reports on accomplishments. Identifies alternative solutions to unique business problems in assigned project, integrates the work of others as a team or project; and predicts future environments or the impact on future processing. Oversees presentations, develops financial reports, gains approval of proposals for new initiatives, and provides effective project management assistance. Manages single and sometimes multiple, work streams under one project that may be a new initiative or an enhancement to an existing technology solution. Collaborates with relationship managers, solution delivery managers, and business partners regarding project planning, execution and status reporting. Interacts with the infrastructure team and business users in order to better understand strategic goals, priority demands and strategic recommendations. Responsible for both the business and IT leadership from end-to-end solution scoping, planning, developing, and implementing it; also, manages solution construction, integration and deployment. Responsible for delivering continuous operation improvement and elimination of problems.
Oversees execution of technical, information and application architecture, as well as development of technical designs for discretionary projects. Responsible for end-to-end technology development and integration for a specific application or platform from planning to implementation. Provides leadership, supervision and guidance to subordinate staff by establishing work standards, objectives and goals and evaluates subordinates’ activities, work performance. Interview candidates for vacant positions, and make recommendations for appointments, promotions or reassignments. Provides management team with status up-dates on issues and estimates on delivery of pertinent initiatives. Communicates to both the business and IT leadership for post-implementation maintenance and support, manages issue resolution and provides root cause analysis and status for any solution production problems. Seeks ways to reduce application related costs and increase efficiencies of applications in production. Executes/enforces controls for business continuity testing. Works with QA engineers, and oversees QA testing for production migrations. Manages the end-to-end change control functions, oversees vendor relationships, and maintains SLA's.
QUALIFICATION AND EDUCATION
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression
Examples of specialized experience include: Providing supervision and leadership for design, development, and implementation of complex solutions that will reduce agency operational cost; coordinating, troubleshooting complex issues and leading team of engineers to deliver on agency initiatives.
A Bachelor’s Degree is preferred.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
Essential/Emergency Designation: This position may be designated as an Emergency or Essential Employee Designation. The incumbent may be required in essential or emergency situations or when authorized by the agency head to perform critical tasks.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service, and you are selected for the position at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
