The position is in the Office of the Chief Technology Officer (OCTO). This position functions as the senior level Telecommunication Specialist, responsible for perfoming the most complicated and complex functions involved in the development, design, costing, and implementation of telephone service to the agencies supporting the residents of the District of Columbia. The incumbent performs project and financial management of DCNet. The work involves coordination of monthly inter-agency transfer cycles; establishing agency profiles, receivable management, posting of payments; establishing inter-agency transfer polices and procedures, telecommunication cost audits, vendor management, client support, escalation point for all inter-agency transfer issues, rate and product table maintenance.

Duties and Responsibilities

Supports the supervisor in planning, organizing, directing, and coordinating the dally work activities of the telecommunications services function of the Office of the Chief Technology Officer. Provides the product management function for the TIPP computer application and hardware platform. Monitors the activities of others in all aspects of the order fulfillment process (I.e., Request for Telephone Service). Monitors the activities related to billing Issue detection, investigation and resolution, Manages the Interface with agencies for coordinating major telecom projects. Assures the maintenance of several Internal databases (e.g. Connect-At-Once, Critical Users. etc.). Oversees the update process of external directories. Coordinates the agency telephone function. Schedules coordination meetings & summarizing feedback. Oversees all activities to completion per approved project plans. Formulates and enforces work standards, resolving discrepancies. Interfaces with multiple levels within the government and contact areas.

Directs the development, design, costing, and Implementation of telephone services to all Government of the District of Columbia agencies. Leads and trains city telephone coordinators regarding billing, budgeting, and economy of service. Has signatory authority for assigned areas of responsibility. Prepares correspondence for the Chief Technology Officer's signature, as required. Negotiates vendor contracts for telecommunications services. Monitors and oversees vendors providing telecommunications services. Monitors to ensure that the financial performance of the telecommunication services functions within office budget guidelines. Keeps abreast of current practices and trends in telecommunications deployment and management. Performs other related duties as assigned.

Qualifications and Education

Education

Applicants must have undergraduate and graduate education in mathematics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other education: communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized experience: Experience in evaluating, analyzing, developing, and managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Essential/Emergency Designation: This position may have an Essential or Emergency Employee Designation. The incumbent may be required in essential or emergency situations or when authorized by the agency head to perform critical tasks.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
