This position is located in the Management Directorate (MD), Acquisition and Records Management Section (ARMS) of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, ARMS provides a wide range of services, guidance, and responsible stewardship of resources that help attorneys Division-wide in support of an investigation or case.
1) Basic Requirements for GS-11 and GS-12:
Exception: Applicants in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Applicants who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, applicants must meet specialized experience requirements when seeking another position.

2) Specialized Experience: In addition to the Basic Requirements listed above, applicants must possess at least one year of specialized experience at or equivalent to the next lower grade. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled. At grade 11 documentation of education, or a combination of education and experience, can be submitted in lieu of the required specialized experience.
To qualify at the GS-11 level: your resume must reflect at least one year of specialized experience equivalent to the GS-09 level. Examples of qualifying specialized experience at the GS-09 level include: reviewing official contract files; preparing written requests for proposal; applying acquisition, contract, and procurement regulations to prepare solicitations; evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and coordinating contract actions with appropriate program or project managers to ensure contract information and documentation is accurate, complete, and timely.

To substitute specialized experience with education, your submitted transcript(s) must show completion of 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related.

A combination of education and experience. A combination of education and experience may be used to qualify for this position as long as you possess specialized experience and graduate education beyond 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. that together meet the requirements for this position.
For GS-11 applicants, please note: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or LL.B. or J.D. or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify at the GS-12 level: your resume must reflect at least one year of specialized experience equivalent to the GS-11 level. Note: There is no substitution of education, or combination of experience and education, to meet the specialized experience requirement at the GS-12 grade level.

3) Federal Acquisition Certification in Contracting (FAC-C) Requirement: Applicants must hold, at minimum, a current FAC-C level I in order to qualify for this position.
Federal employees currently certified at Levels I, II, or III of the legacy FAC-C program will automatically be certified in the FAC-C (Professional). Documentation of certification MUST be submitted if selected. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C experience, education, and continuous learning requirements have been met. Responsibilities:
As a Contract Specialist for ARMS, responsibilities will include:- Performing the full range of contract specialist duties necessary to award, administer, and close out a variety of contract types, including fixed-price, cost, time and materials, and labor hours.
- Preparing pre-award and post-award documents, responsibility determinations, waivers, justification, and approvals for other than full and open competition, determinations, and findings.
- Reviewing and analyzing Statements of Work, justifications, and related documents and making changes when necessary to ensure documents are complete, accurate, and can be contractually enforced.
- Issuing contracts in the Department's financial/procurement management system, Unified Financial Management System.
- Managing and serving as the primary point of contact for the remote trial setup program.
- Assessing trial needs in preparation for issuing contracts and coordinating with vendors for equipment and transportation services.
- Performing other duties as assigned.
