POSITION DESCRIPTION


TITLE: DEPUTY CLERK OF BOARD I


1.0 Primary Function and Purpose:

The Deputy Clerk of the Board is responsible for providing administrative support to and works under the guidance
of the Clerk of the Board. The employee is responsible for several areas of governmental service and is committed
to providing excellent customer service and transparency while ensuring the integrity and accessibility for the
entities that we serve. The employee in this position must be able to exercise good judgment, maintain
confidentiality, and deliver courteous service and a high level of professionalism, and must abide by
County/Department policies and procedures. The employee is expected to be discrete about any proprietary and/or
private information. This position is excluded from all bargaining units and is non-exempt from FLSA. This position
is "At Will". The employee works at the pleasure of the Clerk of the Board.

2.0 Essential Functions

Assists in the preparation and distribution of agenda materials for meetings of the Board of County Commissioners
and other Boards and Commissions as required; ensures certain meetings are properly noticed and that open
meeting statutes are followed by preparing and publicizing meeting notices in local newspapers. Receives and
processes all items for inclusion with the agendas; types agenda cover sheets; directs the duplication of or
duplicates such items and prepares individual packets; distributes materials to appropriate parties. May attend
meetings of the Board of County Commissioners and other Boards and Commissions; ensures that appropriate
audio and video recording equipment is functioning; maintains records of attendance, votes taken and other actions;
times and maintains records of public speakers at such meetings. Prepares minutes of meetings; follows-up to
ensure the proper distribution and recordation of contracts, agreements, resolutions and other documents resulting
from meeting action. Answers inquiries, provides information and resolves complaints from the public or County
employees regarding the function and activities of the County Commission that requires the use of judgment and
the interpretation and application of policies, rules and procedures. Maintains accurate records and files; assists in
the maintenance of official County records; compiles information and prepares special and periodic reports related
to the work performed. Contributes to the overall quality of the team’s service provisions and may help develop,
coordinate, review, recommend and implement improved policies and procedures. May help others on a project on
a day-to-day basis; may instruct others in work procedures. Use of standard office equipment, including a computer,
copier, and Microsoft Suite applications in the course of the work.

3.0 Organizational Relationship

3.1 Supervision Received
Persons in this position are given significant discretion in the performance of their duties; supervision and guidance
are directly received from the Clerk of the Board and occasionally the Board of County Commissioners.

3.2 Supervision Exercised
This position is not a supervisory position but there may be a need to relay team objectives and course work to
others.

4.0 KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:
Office management practices and procedures, including records management and the operation of standard office
equipment; functions and activities of an elected board of commissioners; applicable laws, codes and regulations,

including open meeting laws; the use of specified computer applications involving word processing, data entry
and/or standard report generation; business arithmetic; correct business English, including spelling, grammar and
punctuation; principles and techniques of preparing effective written informational materials, including accurate
detailed summary minutes; techniques for dealing with the public, in person and over the telephone; basic
supervisory practices and terminology.

Skill in:
Reading and explaining rules, policies and procedures; performing detailed and complex office support work;
establishing, maintaining and researching complex and official files; compiling and summarizing information and
preparing periodic or special reports; preparing clear and concise reports, minutes, correspondence and other
written materials; using initiative and independent judgment within established procedural guidelines; contributing
effectively to the accomplishment of team or work unit goals, objectives and activities; establishing and maintaining
effective working relationships with those contacted in the course of the work; dealing successfully with
commissioners, county staff at various levels, the public, in person and over the telephone. NOTE: Typing at a net
rate of 50 accurate words per minute from printed copy; must be capable of taking shorthand and/or speedwriting
at 70 words per minute and transcribe accurately.

Other duties and responsibilities as assigned by the Clerk of the Board or Board of County Commissioners.

5.0 Minimum Qualifications:

  • High school diploma or GED
  • Valid Washington State Driver’s License.
  • Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope
of responsibility as illustrated by examples in the above job description, AND
  • Requires three (3) years of progressively responsible experience in local government requiring little or no
supervision and significant responsibility in a confidentiality setting OR any equivalent combination of
training and/or experience that provides the required knowledge and abilities.
  • Criminal history and background check will be performed on qualified candidates. Convictions may preclude
candidates from employment in certain circumstances.


6.0 Preferred Qualifications:

  • Associates degree in business or related field
  • Certified Municipal Clerk or paralegal certification.

7.0 Special Requirements:

  • Ability to satisfactorily pass a comprehensive, in-depth background investigation which shows no criminal
activity which could directly impact the ability to perform the job.

  • Individuals assigned to this position work in the capacity of a confidential employee. Any breach of these
terms and conditions of employment may result in immediate discipline, up to and including termination.


8.0 Physical Demands:

Work is performed primarily in an office environment. However, attendance at meetings may require working
evenings and other odd hours on occasion. The essential functions of this position require: sitting, standing,
walking, stooping, bending, kneeling, crouching, reaching, pushing, pulling, twisting, sense of touch, finger dexterity,
ability to grip with hands and fingers, ability to hear voice conversations, to see and to speak, and occasionally,
climbing and lifting up to 50 pounds. Substantial telephone and in-person contact with the public, special interest
groups, County officials, government agencies and County department requires that the incumbent have the ability
to communicate effectively. Must be able to collect, assimilate and analyze data and information and operate a
personal computer.
